Integral UK Limited has secured an extension to its existing long-standing Contract at RAF Marham in Norfolk. We are employed by Lockheed Martin (LM) on behalf of the Ministry of Defence (MoD) to provide Hard Facilities Management (Hard FM) services to 4 office and industrial properties, and we are now recruiting for the position of Contract Delivery Manager to lead and manage the on-site team to deliver our contractual obligations.
Role & Responsibilities
Operations
- Manage the delivery of planned and reactive Hard FM services across all properties having total responsibility for operational performance (Direct labor and specialist Sub-Contractors), Health & Safety, Human Resource Management, meeting all quality & compliance standards and service level agreements to achieve targeted profitability.
- Review all existing site-specific policies and operational procedures to ensure they fit with Integral's value framework and making all necessary changes to ensure our operational delivery model is consistent with ISO 9001 standards and the requirements of our client(s).
- Lead the liaison with Client Representatives (both MoD & LM) ensuring positive constructive relationships are developed based on a long-term partnership approach.
- Manage and monitor operational performance, providing formal monthly performance monitoring reports to LM to the required standard and content confirming compliance with the requirements of the contract and identifying issues for discussion, future workload, risks, and opportunities.
- Practice effective risk management, establishing controls, procedures, health and safety systems, audits, etc which ensure that services are compliant with legislation and that contingency plans are in place.
- Ensure that all legislative requirements are met across all properties.
- Act as Responsible Person Legionella (Water) and Fire for the contract.
- Develop a Contract Risk Register to manage and monitor operational and commercial risks as they become known.
- Production of high-quality technical reports to support position statements in response to significant reactive breakdowns and/or client requests or when seeking additional expenditure approvals.
- Develop and communicate out of hours call-out rota to ensure adequate resource availability is available to meet operational demands.
HSE & Compliance
- Role modeling HSE behaviors & best practice;
- Leading HSE culture throughout the team;
- Undertake Site Safety Inspections and Audits in accordance with company standards;
- Escalation for MoD and LM audits;
- Ensure the entire on-site team complete their required H&S training in the online Kalidus portal, including scheduled Tool-Box Talks;
- Accountability for team adherence to HSE legislation, process & policies (both Statutory & Company) for the team, including accident investigation, reporting, risk assessments, audits;
- Accountable for water, fire & life safety systems compliance for all properties.
Commercial
- Manage the P&L performance of the contract in a cost-effective manner, ensuring value for money is achieved across the board and profit targets are achieved, highlighting commercial areas of concern to ROM, Divisional Sector Director, and Divisional Finance Director.
- Report on P&L performance on a monthly and YTD basis to ROM, Divisional Sector Director, and Divisional Finance Director, taking full accountability to deliver to budget, minimize aged debt and actively recover WIP in line with agreed timescales.
- Fully understanding commercial contract & scope of service delivery within the contract cost model;
- Ensure all invoicing is submitted within the required timeframes (both Integral and client) & extensions applied whenever necessary;
- Adhere to appropriate authority levels for all commercial activity.
- Working within agreed protocols for Small/Extra Works providing quotes for the consideration of the client to maximize the available opportunities for additional profitable revenue;
- Ensure Purchase Orders are issued to the contracted supply chain in a timely manner so that schedule and reactive services meet all operational demands in accordance with contract service level agreement.
- Manage supply chain invoice submissions in accordance with good commercial practice ensuring payments are only made when services have been delivered to the required standards.
People
- Build and maintain positive relationships with clients at all levels of authority;
- Manage and develop staff ensuring a positive employment culture, effective training strategies, and high retention levels.
- Role model leadership behaviors & personal development to inspire the team & setting a positive example;
- Actively promote all facets of Diversity, Inclusion, & Equality within the team;
- Recruit, retain and develop the Engineering team to achieve Technical Competence compliance;
- Participate in regular succession planning & identification of pipeline talent from within the contract, wider Integral / JLL business & further;
- Competence in and up-to-date knowledge of HR people management policies & procedures, including Sickness & Absence and Performance;
- Be an advocate of job shadowing, role expansion, and cross-business knowledge sharing.
Skills, Qualifications & Experience
It is desirable for the applicant to have a technical background and associated qualification, the properties offer significant technical, operational, and security-related challenges, and the role will involve specification setting and sourcing of technical components where knowledge of M&E will be vital in reducing business risk.
- Industry-relevant qualifications
- Experience of working within a military environment is preferable.
- High level of Technical, administration, and organizational skills
- Computer literate in CAFM, Word, Excel, Outlook
- Excellent report writing skills
- All successful candidates must be able to pass a DBS check at Integral's cost.
