The main purpose of this role is to lead, direct and effectively manage the Licensing Service which will support both Councils as part of the Transformation, ensuring the postholder has oversight of all matters handled within the teams via line management of the local teams based in each geography.
Ensuring the delivery of high technical and professional standards including providing high quality advice to the Council, its clients, partners and the general public.
The post holder will be the professional expert on Licensing matters and deal with the most serious, contentious, and complex issues relating to Licensing and will lead on those most challenging issues.
To review and transform all processes relating to Licensing service across the Councils ensuring that they are fit for purpose and improves efficiency and effectiveness at the point of delivery.
The post holder will work with the Director to lead and deliver commercialisation across a range of regulatory services specifically looking to develop a charging regime for licensing advice and pre-application consultancy.
To provide relevant expertise and professional knowledge input into departmental and corporate initiatives and projects where required and to lead on specific projects.
The portfolio of services managed by the post holder includes:
- Direct management of CCTV & Community Safety Services and community enforcement across both councils
- Contract management of CCTV & Community Safety Services and other contracts in place to support Community Safety across both councils.
- Contract management of newly procured contracts following a service review.
MAIN RESPONSIBILITIES
Service delivery
To lead on the development of the Council s community safety & CCTV services. To establish, review and effectively manage a high performing, customer focused service across both councils.
To strengthen, develop and maintain robust partnerships to deliver positive outcomes that help to deliver the Council s objectives.
To take responsibility for operational challenges and to ensure the teams are competent in resolving community safety problems by identifying issues, exploring options, and taking action to produce positive and effective outcomes and to propose solutions to the Director and other senior Officers as appropriate.
The post holder will horizon scan the legislative framework for all community safety and CCTV matters and determine any changes in the legislation which will impact on delivery and support the team in implementing those changes.
To be responsible for the achievement and maintenance of high professional and technical standards within a multi-disciplinary team including ensuring officers have up to date knowledge of relevant legislation, regulations, guidance, standards and techniques to ensure that the team provides a high standard of professional advice in relation to community safety and CCTV services within the department and Councils, and for elected Members.
To be responsible for the development and delivery of projects that implement the Council s and Community Safety Partnership s (CSPs) responsibilities in relation to;

To lead, manage and co-ordinate the management of emergencies, in order to eliminate or minimise risks to public health or the environment, providing advice to the emergency services, members of the public and other agencies.
To develop, as appropriate, new projects that contribute to the achievement of the Council s and CSPs objectives/priorities and to seek to secure funding to support their implementation.
To ensure that all statutory duties that fall within the remit of the team are managed and discharged in a timely and effective manner.
To prepare and oversee the preparation of reports by other staff in the CCTV & Community Safety Teams and to ensure the quality and timeliness of reports to Committees, Cabinet, Cabinet Members, Scrutiny Panels, Full Council, and other consultative forums, and deputise in the absence of the Director at these meetings.
To ensure the effective monitoring of staff performance, including carrying out staff appraisals, one to one meetings, sickness and attendance monitoring in accordance with departmental and corporate procedures.
Prepare evidence and represent the Council as expert witness at court hearings, tribunals or public inquiries as required. Manage tendering and contract procedures for the service area in accordance with the Council s Contract Standing Orders.
Oversee the preparation of contract documentation, the evaluation of bids and advise on and agree the appointment of contractors/consultants to undertake works, studies or projects.
To take part in the appointment of staff to the service including short listing and interviewing and carrying out staff appraisals, identifying staff training needs and monitoring the effectiveness of training provided.
To build and promote successful partnership between the Councils through development of unified services and an approach to organisational development which embeds the principles of the Transformation.
Working with private, voluntary and other public-sector organisations and with service users, contributing to innovative solutions that will empower communities and encourage value for money through co-operative strategies and approaches.
Leading on the delivery of the CCTV & Community Safety service ensuring they are operated within allocated resources whilst seeking opportunities to develop and implement more efficient and effective ways of working.
Developing and implementing shared policies and strategies to support service delivery, income generation, value for money and the delivery of priorities for both councils and defined outcomes.
To develop and maintain strong and effective working relationships at a senior level with key organisations at national, regional, sub-regional and local level as appropriate.
To provide clear information to support the future development of the CCTV & Community Safety services to enable the Council s to meet their future challenges with a culture of continuous improvement.
To provide specialist advice, information, and guidance in relation to CCTV & Community Safety functions and evaluate the impact of new or amended legislation, codes of practice, best practice and central or local guidance.
Supporting the delivery of the Corporate Plans (or equivalent) in the Councils, and CSPs by developing the Councils Community Safety Strategy, ASB Strategy, CCTV Strategy (or equivalent) and supporting the CCTV & Community Safety Service Plan(s) alongside the Community Safety Strategic Assessment, CSP Plan and relevant community reports to meet the needs of the Councils.
Stakeholder Management
Ensuring that strong relationships are established across the Councils to facilitate a clear understanding of strategic direction, performance, and engagement as well as the Transformation.
Ensuring the establishment of effective partnerships with internal and external stakeholders to facilitate a clear understanding of performance and engagement priorities.
Developing the partnership s ambitions and delivery of effective outcomes to achieve results that impact issues identified through the Strategic Assessment for both CSPs.
To lead, manage and develop the Partnership HUBs and support the work of officers and partner agencies to deliver an effective and co-ordinated response to community safety issues.
Ensuring the establishment of effective partnerships with internal and external stakeholders to facilitate a clear understanding of performance and engagement priorities.
