Job Purpose:

Supporting the effective delivery of the Welsh Government's 30 Hour Childcare Offer ('the Offer") in Cardiff. Specifically, the post holder will process parental applications and provider payments and ensure relevant data is recorded on the specified database. The post holder will also liaise with key stakeholders including members of the public as required.

Duties and Responsibilities

  • To support the effective assessment of parental applications for the Offer
  • To support the effective communication of the decisions reached on the eligibility of parents for the childcare element of the Offer
  • To ensure that payments to childcare providers are made in a timely and accurate manner
  • To support the collection, collation and reporting of key data as required by the Welsh Government
  • To ensure compliance with all required policies, procedures, legislation and statutory requirements

Parental Applications

  • To receive parental application for Childcare Offer childcare places via the online or paper application routes
  • To assess the application against the published Welsh Government criteria
  • To identify and forward any complex or disputed parental applications to management for decision
  • To accurately record all information required to produce reports as set out by in Welsh Government guidance
  • To generating a Unique Identification Number for children deemed eligible for the Offer
  • To contact parents to inform them of the outcome of their application provide them with their child(rens) Unique Identification Number

Provider records

  • To maintain accurate and timely records of childcare providers who have signed and returned relevant contract agreements and terms and conditions
  • To liaise with the Childcare Business Support Team, Finance and other relevant partners to ensure all childcare providers providing childcare under the Offer are registered as a suppliers to the local authority in order for payments to be made

Provider registers and payments

  • To maintain an accurate list of childcare providers contracted to provide childcare under the Offer
  • To receive and record details of eligible children's attendance based on the registers submitted by childcare providers contracted to provide childcare under the Offer
  • To receive and record details of invoices submitted by childcare providers claiming funding for eligible children's attendance under the Offer
  • To ensure timely, accurate and suitably evidenced payments are made to childcare providers providing childcare places under the Offer
  • Contact with providers, parents and other stakeholders
  • To act as a first point of contact for providers, parents and other stakeholders, responding in a timely and appropriate manner

Compliance

  • To work in compliance with corporate policies, statutory requirements, ensuring full compliance with all aspects of operational health and safety and legislative requirements
  • Manage personal, sensitive and confidential information in accordance with legal requirements, Welsh Government and Council policies and procedures

Team working

  • To assist with roles and functions commensurate with the grade and pay scale of the role across the host team, as requested by management as and when capacity exists.

  • As a term of your employment, you may be required to undertake such other duties and/or times of work as may reasonably be required of you, commensurate with your grade or general level of responsibility within the organisation.
  • Although you will be provided with a base, you will be required to work from various locations in accordance with the needs of the role.
