The Role:

Portsmouth City Council (PCC) uses Oracle Fusion and Oracle Integration Cloud for HCM, Finance and Procurement functions including integrations with other PCC or external business systems. We also provide payroll services via Fusion to external organisations including Local Authorities and Academies.

This role is based in the Fusion Support Team (FST) who are located within the Finance and Resources Directorate and provide functional and technical support for these systems and their users. We also manage system upgrades and development.

The main duties are:

  • Provide second and third line support for Fusion HR, Payroll and Self-Service functionality. The right candidate will have significant experience of working with Fusion in a similar role. They will be confident in the operation and configuration of these aspects of Fusion. You will also share system administration activities with colleagues within FST.
  • To provide expert functional and technical support of Oracle Cloud Fusion and associated systems to ensure PCC and external organisations can undertake business operations and support strategic and legislative objectives.
  • To fully understand business operations across the Council and external organisations that use Fusion in order to design, build and maintain appropriate solutions using Oracle Cloud technology or other technical tools. This may range from payroll element build through to the design and delivery of new payrolls and all associated functionality and data migration.

What you'll need to succeed

You need to demonstrate clear evidence of your proven experience and success in the following areas:

  • CIPD in HR Management, IPP diploma in Payroll management or equivalent or have extensive experience of UK payroll legislation and HR business operations.
  • You should possess a minimum of around five years' experience working with Oracle technologies, at least three years' of that on Fusion in a support or implementation role.
  • You should have comprehensive knowledge of and ability to configure Oracle HCM Core, Oracle Payroll, Oracle Time and Labour, Oracle Absence and Benefits and Oracle Compensation. This should include, but not be limited to, building new payrolls, new absence, pensions and pay and benefit schemes, new pay elements using all aspects of Oracle Fusion Technology.
  • You should have ability to write/modify SQL and Oracle Fast Formula for all HCM and Payroll related modules, such as Recruitment, HCM Core, Absence, Time and Labour, Compensation, Payroll. Must have comprehensive knowledge of Oracle Fast Formula and understand the techno/functional interface of this between each Module including impact on the broader system, and financial modules.
  • Ability to troubleshoot a variety of incidents and errors, arising on a daily basis.
