Our client is currently seeking an Environmental Health Officer to work within their Private Sector Housing service. You will be in charge of ensuring housing standards are met in both single and multiple occupied private sector dwellings.
If you possess a Diploma or Degree in Environmental Health recognized by the CIEH and are registered with the Environmental Health Officers Registration Board, we encourage you to apply.
Responsibilities:
- To provide housing advice to landlords and tenants and investigate cases of illegal eviction and harassment
- To take action, both informal and formal, regarding private sector empty properties to bring them back to use
- To carry out the complete range of enforcement, advisory, and grant-aided activities of an Environmental Health Officer pertaining to Housing
- To collaborate with a team to enforce housing legislation duties when required
- To identify and assess hazards under the Housing Health and Safety Rating system (HHSRS) and choose the most suitable course of action to address or minimize hazards following government guidelines and city council policies
- To license higher-risk houses in multiple occupancies (HMOs) citywide along with additional and selective licensing in specific areas
- To assess fire protection, amenities, provision, overcrowding standards in HMOs, and apply the management regulations of houses in multiple occupations (England) Regulation 2006
- To investigate complaints, visit dwellings, and take necessary action concerning statutory nuisances, public health, drainage, accumulations, filthy conditions, verminous conditions, and other environmental health issues
- To conduct house inspections, assessments under HHSRS methodology, and decide on the best course of action according to Part 1 of the Housing Act 2004
- To prepare evidence for legal proceedings related to non-compliance with enforcement notices and statutory nuisances in city-owned properties, including court appearances if required
- To handle correspondence, prepare reports for management, committees, seminars, presentations, and represent the division, department, and authority
Requirements:
- Diploma or Degree in Environmental Health recognized by the CIEH
- Registered with the Environmental Health Officers Registration Board
- Housing Health and Safety Rating System and relevant enforcement training
- Hands-on experience in enforcing Environmental Health legislation covering housing, public health, and houses in multiple occupation
- Experience in establishing partnerships with customers, clients, and other agencies
- An understanding of broader housing challenges
- Proficient in spoken English as required by the Immigration Act (2016)
- Strong communication skills (verbal and written) across all levels, including colleagues, external agencies, and other customers/clients
- Effective enforcement skills to ensure compliance with regulations
- Good IT skills, including the use of MS Windows-based software
