To assist in maintaining effective Multi Agency Public Protection Arrangements (MAPPA) in accordance with both national and local guidance.

To manage the risks posed by sexual, violent and dangerous offenders who may cause serious harm to the public, by providing strategic and administrative support to the MAPPA Coordinator.

MAIN RESPONSIBILITIES:

  1. To undertake tasks relating to the working of MAPPA operational systems and procedures, including liaison work with MAPPA key partner agencies, information exchange and sharing between partner agencies, emergency third part disclosures, and the application of national statutory MAPPA procedures.
  2. Prepare, maintain and collate case and other records, files and management information, in accordance with standards required; thereby ensuring accurate information is available on approved databases.
  3. To undertake effective administration of MAPPA referrals from a range of agencies in line with National MAPPA guidance.
  4. To assist with the implementation of the statutory MAPPA performance management framework in accordance with required standards, including convening and advising on the arrangements for MAPPA meetings, preparing agendas and reports, taking of minutes, and following-up Actions arising (including those allocated to external/partner agencies).
  5. To contribute to the implementation, review and development of local operational procedures and systems, which meet current and future national requirements for public protection.
  6. To act as .a point of contact for MAPPA partner agencies, advising them on statutory MAPPA procedures and the MAPPA management of cases subject to the arrangements. Monitor, receive, assess, and action enquiries in an appropriate manner; prioritising accordingly. Communicate fairly, timely and effectively with Responsible Authorities and the Duty to Cooperate Agencies.
  7. To update Police systems in relation to MAPPA offenders, and to undertake responsibilities in relation to the joint-agency ViSOR database and Probation systems (Delius/OASys) and use this information to aid the local MAPPA.
  8. To deputise in the absence of the MAPPA Co-Coordinator. (N.B. This does not include chairing MAPPA meetings).
  9. To assist the MAPPA Co-ordinator by collating Performance Monitoring reports, Annual Reports and other data for the MAPPA Responsible Authorities (Police, Probation & Prisons), MAPPA Strategic Management Board, the National Offender Management Service (NOMS) MAPPA Team, and other bodies, as required.
  10. To provide separate administrative support to the sub-groups of the quarterly MAPPA Strategic Management Board, including arranging meetings, preparing information and briefing materials papers, and taking minutes.
  11. To undertake other duties commensurate with the nature, level of responsibility and grading of this post, as required.

The Post holder will be part of a multi-agency process managing Sexual Offenders and Violent Offenders. This requires reading case documentation/history and taking part in case discussions about offender behaviour, much of which will relate to significant sexual offences, including those against children. The post holder will not be expected to view disturbing/unpleasant images relating to those cases.


PERSON SPECIFICATION

Knowledge:

  • 5 GCSE's including English and Maths or equivalent qualification.
  • Knowledge and understanding of partnership working and the purpose of risk assessment and risk management.
  • Knowledge of MAPPA Guidance and the various agencies involved in the management of violent and sexual offenders.

Experience:

  • Previous experience of working within a confidential office environment and/or working in an administrative role.
  • Proven experience in taking complex minutes, in a timely and detailed manner ensuring relevant systems are obtained.
  • An eye for detail, ensuring a high level of accuracy and when interpreting information and data, clarifying facts if necessary.

Key Skills:

  • Ability to work in partnership with other statutory and voluntary agencies within a team.
  • The ability to communicate effectively verbally and in writing.
  • Competent in the use of Microsoft ICT applications such as Microsoft Word, Microsoft Teams and Microsoft Excel.
  • Use specialist IT systems (in relation to the National Probation Service: OASys & nDelius, in relation to the Police: ViSOR, ATHENA and PNC.
  • Be able to enter information to a high level of accuracy using an appropriate computer system and retrieve and present information in a suitable format.
  • Deal with highly sensitive issues, acting with diplomacy and maintaining strict confidence at all times.
