Our Purpose
The Payroll Team is essential to our People and Culture service, ensuring the smooth delivery of not only our inhouse Council payroll and pensions service, but that of our external partners such as Schools, Academies and Colleges too (9 managed payrolls). The team provide a critical service whilst also ensuring that our systems and processes are regularly updated and reviewed to enable forward thinking and efficient functionality.
Your Role
This is a brand-new role to the organisation and the successful candidate will not only take the lead in shaping the direction of how the role best delivers, but how the team continues to evolve and provide an excellent service.
You will be responsible for managing a team of dedicated payroll professionals, ensuring excellence across all payroll and pensions activity.
With strong customer engagement and organisation skills, you will set performance standards, ensuring compliance and continuous service improvement to deliver the optimal service from the team, ensuring any changes are implemented effectively in collaboration with stakeholders.
Working closely with your colleagues across the People & Culture team, you will ensure the management of all payroll and pensions activity associated with payroll processing, statutory reporting, financial reconciliation, and statutory returns.
Our ideal candidate will be confident in taking on the leadership and management of service development and improvement projects whilst continuing to develop our pay and reward initiatives.
About You
Our new Payroll Manager will be a pro-active individual who takes a lead in ensuring their service is providing a market leading offer, whether that's horizon scanning of emerging legislation and practice, or analysing the effect new systems will have on their service.
You will possess excellent analytical and problem-solving skills and have a keen eye for details and opportunities for improvement.
An excellent people manager and colleague, you will be adept at working with stakeholders at all levels, ensuring you are able to promote understanding of technical matters to a variety of audiences.
With advanced technical payroll and pensions knowledge, our ideal candidate will have experience of iTrent and procedures specific to local government, although this is not essential.

Key Dates
Interviews will take place week commencing
Start date: In line with our Day One: NEL Induction Process', the earliest start date for our successful colleague would be 7th October, 2024.
(However, this will of course be dependent on your notice period and relevant pre-employment clearances being completed)
Working Arrangements
This role is a blended working role (the duties of the role may require a blend of home & office working in line with needs of the service)
