Advances in technology are changing social behaviour. The demand we face is increasing and crime is rising. This, coupled with the current level of funding requires us to prioritise resources intelligently and maintain a keen focus on improving efficiency and productivity.
The two year plan on how the Met will deliver more trust, less crime, and high standards. A New Met for London is the product of more than 10,000 interactions with Londoners, our people, and partners from across the city. It represents what they’ve told us they want us to focus on. We’ve already made considerable progress in the last nine months, but there’s much more to do.
In a newly created role, the Deputy Chief Finance Officer will support the recently appointed Chief Finance Officer in ensuring that the MPS maximises the value from its budget and enables the delivery of effective and efficient policing services to London.
As a key member of the extended executive leadership team, you will support the CFO in the development and implementation of an effective financial strategy in line with the organisation’s objectives and Commissioner’s vision. In addition, you will be expected to deputise for the CFO when required at which times you will advise the Management Board and hold S151 accountability, ensuring that all material business decisions fully consider medium and long term financial implications, opportunities and risk and are aligned with the wider financial strategy.
Working in tandem with the broader Finance Senior Leadership Team you will provide day-to-day management of the finance function and pro-actively work with leaders across the extended executive team to build financial capability and good financial management skills throughout the organisation.
Additional responsibilities include:
- Leading on the development, implementation and oversight of MPS Finance Strategy ensuring alignment with wider corporate business planning and objectives, and with a focus on driving value from and the strategic management of funding across all spheres of Business Group activity.
- Enabling senior decision making by highlighting key financial issues and risks to be considered, and ensuring the financial support for delivery of the Business plan is in place together with all aspects of the Medium Term Financial Planning process including revenue budgets, the Capital Programme, Reserves Strategy, scenario analysis and risk management.
- Helping to transform and modernise the finance function to deliver value for money, driving ‘customer focused’ continuous improvement across Finance teams.
- Leading on the reporting of the corporate financial position of the MPS budget (almost £4bn revenue and £300m capital per annum), ensuring the availability of appropriate information for the Chief Finance Officer to advise Management Board.
The successful candidate must be a qualified accountant (CCAB, CIMA or equivalent) with significant post-qualification experience in financial management and planning, budgeting and forecasting, management reporting, statutory reporting and compliance and regulation in a large, complex organisation. You will have excellent leadership and management skills, capable of transforming the MPS finance function and building new capabilities and developing talent. You will have proven experience of managing a highly effective Finance function in a large public or private sector organisation, and a track record in developing and implementing Finance strategies and Finance operating plans with a strong emphasis on developing Finance policy including areas such as Capital Programmes. Crucially, you will be engaging and collaborative with a clear, strategic mind-set and outstanding communication skills with a high degree of political acumen to enable you to ‘hold your own’ in high-level interactions.
