Your primary role will be to work at a strategic level to unlock capability needs and integrate outcome and impact measurement into our corporate culture, driving high performance across 65,000 UK-wide HMRC colleagues and meeting our strategic objectives.
We are looking for a dynamic Learning and Capability Consultant to drive organisational excellence. You will be accountable for delivering innovative and modern strategic capability solutions to address performance gaps, taking a performance consultancy approach. You will work closely with stakeholders to align learning and capability solutions with business goals, leveraging data and analytics to measure and optimise learning outcomes. You will also be proactive in promoting a culture of continuous learning across the department.
Job description
As a Learning and Capability Consultant, we are looking for you to bring your strong background in outcome-focused learning and development, strategic problem solving and stakeholder engagement and consultancy skills to our brand-new team As a thought leader, you will influence and advocate for change, while cultivating external networks with industry experts to keep HMRC at the forefront of industry trends.
Your ability to build enriching and enabling relationships will quickly establish you as a critical strategic partner, trusted to diagnose performance capability problems and recommend solutions.
By using your passion about learning to provide a great colleague experience, you will be a role model and advocate for all things learning. We want you to think creatively and outside the box, challenge the status quo and create solutions to our learning challenges.
By working collaboratively across the organisation, you will develop your business acumen and enhance organisational capability through the development and implementation of learning strategies that drive business results. Identifying performance gaps and crafting targeted capability solutions that will empower our people to achieve their full potential and boost overall business performance. This role is crucial in ensuring our workforce is equipped with the necessary skills and knowledge to meet our strategic goals.
Key Accountabilities and Responsibilities
Your responsibilities include:
Diving deep into the heart of our organisation to uncover performance gaps and learning needs.
Partnering with senior leaders, managers, and employees to gather insights on business challenges, performance issues and capability requirements.
Utilising data analytics to identify capability gaps, craft tailored solutions, drive clear performance metrics and evaluation of solutions early and throughout.
Acting as a trusted advisor to senior leaders, providing strategic guidance on capability and performance improvement initiatives.
Providing subject matter expertise and working collaboratively to identify the requirements for capability solutions which improve performance, build skills, support organisational change and provide a great colleague experience (beyond formal learning, including other upskilling, behavioural and team learning interventions.)
Work with our capability academies, professions and central government to design and deliver learning solutions to address performance gaps, enhance critical workforce skills and help us to achieve our strategic objectives.
Seeking out and using external and internal insights to bring innovation in how HMRC uses learning to improve capabilities and performance and develop communities of practice to share knowledge and build competence across capability functions.

Essential Criteria
You are required to demonstrate experience of the following within your application:
Strong experience developing impactful, holistic capability solutions with a strong connection to organisational performance and measurable results.
Experience working at strategic levels across large and complex organisation boundaries to conduct learning, capability and performance needs analysis to drive outcome-focussed capability solutions
Strong consultancy skills with the ability to grasp diverse, competing and complex client needs and find collaborative and modern capability solutions
Proven experience of delivering outcomes through others internal and external, operating successfully in a matrix environment.
Strong analytical and strategic problem-solving skills to aid in forecasting organisation-wide capability needs.
Desirable Criteria
CIPD qualified or other relevant qualification or experience
Experience of establishing and/or embedding an L&D consultancy service
Technical skills

Interview
