The Biomedical Sciences Industry Partnership Office (BMSIPO) serves as the national office dedicated to driving technology-business public-private R&D partnerships with strategic biomedical sciences and healthcare companies. These include multinational pharmaceutical, biotech, , diagnostics, digital health and medtech companies, as well as innovative local enterprises.

BMSIPO engages and account manages companies strategic to Singapore, and architects R&D partnerships from early discovery and pre-clinical development, translational clinical development, to manufacturing R&D, across the diverse public sector research and clinical institutions in Singapore.

BMSIPO develops and executes industry development strategies for key publicly-funded research and clinical R&D programmes of national priority, including National Platforms, and multi-institutional programmes.

In addition, BMSIPO drives and supports several national level initiatives in the Human Health and Potential (HHP) Research, Innovation and Enterprise (RIE) domain.

This opening is for a role as Deputy Director / Senior Assistant Director in BMSIPO?s Local Biotech Team. The role will be Lead for the Local Biotech Team that manages relationships and drives R&D partnerships with local biotech companies, and will oversee two reportees in the team.

Responsibilities:

· Identify and Analyse Key Industry and R&D trends - covering major therapeutic areas and modalities (such as oncology, cardiovascular and metabolic diseases), as well as emerging areas and modalities (such as cell & gene therapy, nucleic acid therapeutics, precision medicine). Feedback these insights into the development of Singapore?s R&D programmes and industry R&D development strategies.

· Drive Industry Development and Company Account Management - Build trusted relationships with management and R&D executives across key local biotechs. Engage with companies to understand their R&D and commercialisation strategies. Identify the right research partners in the Singapore research and clinical community for engagements with companies, facilitate meetings, submit proposals for collaboration, assist researchers and clinicians in putting together their research plans/proposals, provide relevant feedback, and drive or support the contracting/financing discussions for specific project agreements where necessary. After projects are executed, monitor the progress of the projects, mediate between different institutions and the company to ensure expectations and progress are aligned, and troubleshoot where appropriate.

· Develop Networks with public sector agencies, R&D and clinical institutions, and local biotechs - Develop a network of relationships with the academic research and clinical community, industry partnership and technology transfer offices, as well as public sector research planning and economic agencies, in Singapore.

· Drive and support industry engagement of National level HHP RIE initiatives and key R&D Programmes ? Drive or support the development and execution of industry development and engagement plans for key multi-institutional R&D programmes; as well as drive or support the designing and executing national level HHP RIE initiatives, including the National Biotech Working Committee.

Requirements:

· Minimum 6 years of working experience in Healthcare and Biomedical Sciences with a background in research, clinical research/development, product development or technology commercialization. Prior industry experience managing pre-clinical research, strategy, and/or business development and partnerships in a biotech company and/or biotech venture building will be favourably considered.Familiarity with the Singapore RIE ecosystem and the HHP community is an advantage.

· A passion in enriching the local biotech start-up ecosystem, including fostering innovative partnerships with public and private sectors to support the growth of Singapore-based biotech companies.

· Broad vision of science and technology, able to handle diverse technical topics beyond one?s direct field of education and experience, and awareness of emerging fields. Able to appreciate and quickly understand new technologies and provide assessment and their potential to be applied.

· Experience in leading teams, resourcefulness and ability to work independently.

· Able to analyse topics and situations; and make judgements and recommendations.

· Effective and thoughtful communicator.

· Willing, adaptable and flexible to perform required/necessary tasks beyond the job description.

· A self-starter, go getter and problem solver who pro-actively tackles problems and takes initiative.

· Ability to identify and contextualize stakeholder issues and manage them in an appropriate manner.
