Essex Highways is responsible for managing and maintaining one of the largest highway networks in the country: 5,000 miles of roads and around 5,000 miles of footways. Essex Highways is a delivery partnership between Essex County Council and our contractual partner.

Essex Highways will deliver a safe, sustainable, and effective highway network for all road users, through sound asset management, scheme/programme identification, delivery, maintenance and management of the network. Liaising directly with elected members, district councils, strategic partners and other providers, the role will manage the implementation of the programmes of work relevant to an operational/service area, in accordance with the strategies and policies of the Council.

The Opportunity

We are looking for an enthusiastic and experienced Education Team Leader to join our Road Safety team. In this pivotal role, you will lead a team of Road safety officers in the Safer Essex Roads Partnership (SERP). Developing and collaborating with the Safer Essex Roads Partners to deliver impactful, data-driven road safety interventions. Your efforts will directly contribute to our Vision Zero goal - eliminating road deaths and serious injuries in Essex by 2040.

This is a full-time position working 37 hours per week which may include working some weekend and early starts. As a Team Leader you will be required to travel around Essex County to the highways depots to manage and support the team of road safety education team.

As a Road Safety Education Team Leader your responsibilities will include but not limited to:

  • Lead the planning and monitoring of road safety projects to ensure the successful delivery of the SERP Annual Road Safety Plan.
  • Providing specialist educational and business road safety advice and guidance to senior leaders/members and the public, to meet relevant targets and deliver high performance standards.
  • Develop new practices and procedures to improve efficiency and adapt to technological and educational advances. Ensure the team delivers consistent, up-to-date messaging and behaviour change techniques to promote Vision Zero.
  • Monitor and evaluate education sessions in schools and colleges, delivering road safety sessions.
  • Build strong relationships with organisations like Essex Police, unitary and district authorities, fire, and ambulance services to deliver effective road safety interventions and identify staff training needs.
  • Ensure the Road Safety depot and vehicles meet the highest health and safety standards.

The Experience You Will Bring

  • Educated to RQF Level 6 (Bachelor\'s degree) in related subject or equivalent proven experience in the field of road safety, highways and/or transportation or teaching/ training\'.
  • Evidence of continuing professional development.
  • Extensive knowledge of evaluation techniques for educational activities and sound understanding of educational/behavioural change techniques.
  • Knowledge and experience of financial management and control measures.
  • Ability to build and maintain effective internal and external working relationships and experience of dealing with members of the public.
  • Experience of managing health and safety.

Please note that the job role requires you to be mobile throughout an operational area. Therefore, the post holder will need to have a driving licence and access to a vehicle, or the ability to meet the mobility requirements of the role through other means.
