About the role:

This is a dynamic new role in the Estates and Capital Projects department.  The successful candidate will take the lead on procurement and contract management activities for projects within the Capital Development section of the Estates and Capital Projects (ECP) Department.  The role will require application of technical knowledge (JCT, PCR etc) and expertise to support on purchasing and procurement for services and works; managing the process for execution of contracts and amendments with legal advice as required.

The Procurement and Contracts Manager will work with senior stakeholders, the Head of Procurement, and Project and Programme Managers to:

  • manage the process for planning and delivering procurement activity for consultant appointments and works contracts
  • support the development and implementation of procurement strategies
  • demonstrate best practice procedures to renew and maintain procurement frameworks and/or approved supplier lists, ensuring value for money is achieved
  • ensure contracts are awarded, agreed and executed as per British Museum and Public Sector procurement guidelines
  • Closely monitor and track supplier contracts and values; develop associated reports to present to senior managers and the wider department

Key areas of responsibility:

  1. Lead on project related procurement activity (including drafting procurement action requests, single tender actions, reviewing tender packs prior to issue with specific attention to draft contract particulars and supporting Project Managers with Tender Board reports).
  2. Advise on appropriate procurement routes and contract types for specific projects to mitigate risk and improve efficiency.
  3. Use strong communication and interpersonal skills to build relationships with internal stakeholders and external suppliers. Work collaboratively with the Head of Procurement and the Finance department for the Museum
  4. Demonstrate construction industry expertise and provide support to PMs/Project Teams regarding contract types (JCT, other), negotiations that may arise including terms for insurances, other amendments, and obtaining input from both internal and external legal sources.
  5. Carry out an initial review and quality assure tender evaluations and board reports for all procurement activity before it is sent to internal approval parties and bodies (aligned with agreed delegated levels of authority).
  6. Track performance of supply-chain providers, consultants and contractors, by project / commission, and for frameworks / approved lists on quarterly and annual intervals
  7. Advise on risk management in procurement activity in conjunction with Head of Procurement. Support Project Managers in developing appropriate procurement strategies.
  8. Using experience and expertise in JCT and other forms of contract to review delays, disputes, requests for extension of time, and/or other claims following recommendation from the project team. Acting as the ‘go to/first responder’ and providing well thought out recommendations to ECP Senior Management with the BM’s interests in mind.

About you:

To be successful in this role, the candidate must have excellent knowledge of JCT contract administration, as well as knowledge of Public Sector procurement legislation requirements.  Prior experience with budget responsibilities, combined with quick decision making and ability to complete complex risk assessments is key to carry out the role. The postholder would have strong MS Office skills to support them in their duties.

Strong communications skills are essential as you will be required to work closely with a variety of senior stakeholders.  In addition, the postholder will foster strong relationships with supply chain and framework partners, providing a key point of contact.    

The successful candidate will also have extensive experience of analysing complex information, decision making and providing expert advice on construction themes, especially within the realm of JCT contracts.

Essential:

  • Degree level or equivalent experience
  • Membership of (or working towards) a Professional Body or Association, e.g. CIPS etc.
  • Contract management, procurement lead/manager experience
