Are you a highly experienced Development Management Planning Officer or development focused Policy Planning Officer dealing with complex planning proposals seeking a new challenge within a dynamic and growing team dealing with major development proposals across Essex? Do you enjoy working closely with stakeholders, partners, Members and interested parties to deliver high quality, sustainable development? If so, this demanding yet varied and rewarding position could be perfect for you.
This role would suit someone who is well organised with excellent negotiation skills and who has a long history of dealing with developers, agents and consultants on complex scale proposals and projects; and who has a keen interest in securing policy compliant infrastructure and contributions, as well as securing environmental, social and community benefits s for the local and wider community.
You will work across the Growth & Development team and will lead on coordinating corporate, single responses to mid to large scale development proposals at all stages of the planning process. This includes being involved in any masterplan/pre-app engagement and work with the Local Planning Authority to ensure that ECC infrastructure and service requirements are captured as development proposals progress through the planning system. You may also need to assist Principal Planners leading on Garden Communities and National Significant Infrastructure Project (NSIP) proposals in helping to produce the Councils corporate, single response. Current NSIP schemes and projects include Norwich to Tilbury, Longfield Solar Farm, Bradwell B, North Falls and Five Estuaries Wind Farm and Lower Thames Crossing., which will make a major contribution to our future sustainable energy supply and connectivity.
This post is initially fixed for 4, with genuine opportunity for extension, depending on budget, successful outcomes and further predicted growth of the valued service. It is also deemed to be an "anywhere worker" role so hybrid working is possible, and we welcome applications from people living outside Essex who have a genuine interest in Essex and its constituents.
Skills, Knowledge and Experience
· Educated to at least RQF level 6 (Bachelor's degree) with Chartered Royal Town Planning Institute (RTPI) qualification or equivalent by experience.
· Evidence of continuing professional development and expert knowledge in relevant professional area. Member of Royal Town Planners Institute or equivalent professional institute.
· Evidence of successfully managing complex cases or tasks associated with a policy evidence base with demonstrable evidence of leading or of playing an increasingly major role in achieving larger/high profile projects across a range of service/partnership areas.
· Demonstrable knowledge and understanding of planning policy and legislation and Government guidance on planning issues.
· Experienced in managing complex projects with project management qualification desirable
· Ability to engage, negotiate, influence and persuade key agencies and stakeholders that assist in the delivery of policy outcomes
· Proven experience of giving evidence at plan examinations, public inquiries or similar.
