Port Captain
The Steamship Authority is seeking to fill the position of Port Captain to direct the day-to-day operations of the Authority's fleet in accordance with applicable regulations, policies, procedures and standards.
Duties and Responsibilities:
* Formulate vessel operational policies, procedures, and standards to provide guidance to vessel crews through knowledge of all international and domestic regulatory requirements, application of marine safety quality management system programs and demonstrated project management skills.
* Inspect vessels for conformance with USCG requirements and with standards for safety and cleanliness. Direct corrective measures are required to meet such requirements and standards.
* Observe vessel personnel performing duties to detect deviations from SSA policies and to determine changes in work practices and procedures to improve operations. Prepare directives to eliminate such infractions. Make recommendations on findings for management evaluation.
* Review vessel logs and other reports for conformance with SSA policies, schedules, and other reporting requirements, and prepare reports of vessel operations as required or requested.
* Evaluate reports of vessel conditions, emergencies, accidents, weather, and other factors influencing vessel operations to make decisions affecting service.
* Initiate investigations into causes of accidents, incidents, including near misses, and customer complaints relating to vessel operations, interview individuals concerned to determine responsibility, initiate corrective actions, including appropriate disciplinary actions and dismissals involving vessel personnel, and/or recommendations designed to improve service, safety and/or security measures to prevent further occurrences.
* Schedule and administer the training of vessel personnel, including the development and implementation of vessel training programs and ensure their full implementation throughout the fleet.
* Evaluate and approve all promotions of personnel to Captain and Pilot positions. Final approvals will be subject ot the approval of the Director of Marine Operations and General Manager.
* Direct and coordinate activities of vessels and vessel personnel to comply with USCG inspection requirements, and to obtain optimum use of vessels, facilities and personnel. Assist in the preparation of vessel schedules and vessel moves.
* Participate in union contract negotiations and settling of grievances, including participation at grievance hearings, arbitrations and other proceedings.
* Represent SSA in communications and meetings with the United States Coast Guard and other federal, state and/or local governmental authorities concerning vessel operations.
* Review and analyze vessel expenditures, financial and operation reports to determine requirements for increasing operating efficiencies, lowering costs and improving service. Assist in the preparation, administration, and monitoring of the vessel operation budget.
* Supervise, directly or indirectly, all vessel personnel. Maintain confidentiality of information. Exercise judgment and initiative in making independent decisions.
* Maintain and continuously improve safety and environmental standards and procedures and ensure their full implementation throughout the fleet.

* Develop and supervise vessel deck maintenance programs.
* Maintain open communication with many departments and stay aware and help avoid potential problems or crises.
* Advanced computer skills to use electronic data to create reports.
Required Qualifications:
* Possess, at a minimum, a U.S. Coast Guard license as Master of Inland Steam or Motor Vessels of 1600 Gross Tons.
* Strong knowledge of marine operations and the maritime industry.
* Strong knowledge of marine regulations at federal and state levels.
Desired Qualifications:
* Strong knowledge of marine regulations at federal and state levels.
* Service as Master onboard vessels with USCG certified capacities of at least one hundred and fifty (150) passengers for a minimum of five (5) years.
* Familiarity with the Maritime Transportation Security Act of 2002 and the regulations promulgated thereunder.
* Supervisory experience in a customer service-oriented business.
* Minimum of three (3) years shore side management experience preferred.
* Minimum of a Bachelor's Degree in Marine Transportation or related work experience.
* Knowledge of and experience with high-speed craft operations preferred.
* Knowledge of Health, Safety, Quality and Environmental (HSQE) programs, including ISO/ISM and best practices.
