Purpose
Contract administration for designated work packages
Principle Responsibilities
Responsible for the measurement and valuation of selected subcontract packages
Measures and evaluates changes from revised drawings and site inspection at regular intervals in accordance with the contractual measurement rules and rates and standard methods of measurement.
Develop and issue sound, accurate cost reports, accurately reflecting the financial position of each package and forecast commercial status and cash flow, including interface with CAPRI and SAP. Identify trends and implement the requisite actions. Identify variances and explain the cause and potential effect and where necessary implement mitigation measures to reduce the impact.
Participate in or run regular technical and commercial site meetings, issue minutes of meeting.
Administer the subcontracts robustly with the view to protecting Clients contractual and financial position.
Maintain comprehensive records that accurately reflect events at site and capable of being relied upon in the event of a dispute or difference.
Prepare and ensure that contractual correspondence is maintained in PIRS and that Clients contractual position is protected.
Administer subcontract payments in accordance with the Client procedures and in accordance with the contract and applicable legislation and issue respective documents correctly and in time.
Document commercial aspects of any change / deviation /claim in PIRS working collaboratively with the technical work package holder, project procurement, scheduling, site management. Early recognition and maximisation of opportunities . Identify commercial risks and implement mitigation measures in consultation with the work package holders.
Responsible for the claim management for designated subcontract packages, establish a strategy of dealing with claims and diligently collate all the necessary supporting documentation, assesses counter- claim potential in close coordination with the relevant work package holder and other staff.
Report on commercial risks and opportunities.
Leads subcontract commercial negotiations and account meetings, including preparation of subcontract final accounts (remeasured as required).
Support the Contract Manager in the establishment of documentation for insurance purposes.
Support the Contract Manager in providing supporting information to the insurers in the event of a claim.
Support ancillary site functions by providing commercial advice.
Carry out procurement of minor works / finishing works packages with support and input from head office personnel
Provide return of experience per contract package through ongoing feedback to head office, and final account close out reports including lessons learnt.
Job Requirements
Quantity Surveyor with 5+ years’ experience of managing civil, groundworks and construction packages.
Specific experience remeasuring work packages for construction of industrial plants.
Profound knowledge of applicable remeasurement rules (such as CESMM4; SMM7, NRM)
Experience in industrial plant and major projects delivery.
Proficient with standard form and bespoke contracts. FIDIC an advantage
Assertive, diligent, proactive , detail and solution orientated team player
Demonstrate a high level of integrity and professionalism at all times.
Demonstrate good technical knowledge of the construction processes
Protect the reputation and integrity of HZI by adhering to strict compliance and confidentiality obligations.
Work independently and have foresight to develop methods and procedures to enhance the project’s success.
Good standard of written and verbal communication.
Excellent IT skills, including MS Office and recognised industry applications.
Work within company policies and standards.
Professional Qualifications
BSc / MSc in Quantity Surveying or equivalent.
Member (or working towards Membership of) RICS or similar an advantage
In general the individual will demonstrate reliability, high ability to work under pressure, social competency, ability to manage conflict, assertiveness and will be service oriented.
