The safety of Londoners is the Mayor’s first priority, and he has extensive responsibilities including oversight of the Metropolitan Police Service, setting the priorities for policing and community safety in London and commissioning services to support victims of crime. He delivers those responsibilities through the Mayor’s Office for Policing and Crime (MOPAC)

 

We are recruiting the next permanent Chief Executive Officer for MOPAC to lead the organisation at a pivotal time, as we:

 

·       finalise and progress the delivery of the Mayor’s new Police and Crime Plan for London;

·       oversee and support the delivering of the ongoing reforms of the Metropolitan Police Service; and

·       work collaboratively with the Met, partner agencies and Government to make London safer at a time of significant funding pressure.

 

Reporting to the Deputy Mayor for Policing and Crime, you will lead a team of 300 specialist staff working across a diverse range of responsibilities including overseeing the £4bn annual policing budget for London; commissioning services supporting tens of thousands of victims of crime each year; producing internationally respected data analysis and research; and providing private office, policy and secretariat support to ensure that the Mayor can discharge his statutory responsibilities.    

 

MOPAC hosts London’s Violence Reduction Unit (VRU) - leading a public health approach with partners across the city to address the underlying causes of violence. London’s Independent Victims’ Commissioner, Claire Waxman OBE, is also hosted by MOPAC.  You will work closely with both in support of delivering the Mayor’s priorities for the safety of London in an effective and efficient way.

 

You will be a key strategic leader in tackling some of the most critical issues facing London today – including reducing violence and criminal exploitation; increasing trust and confidence in the MPS; and improving the criminal justice system and supporting victims. As a trusted adviser to the Mayor and Deputy Mayor for Policing and Crime you will help shape the safety and confidence of Londoners; working closely with senior stakeholders at the Metropolitan Police Service, criminal justice agencies, London boroughs, the voluntary sector and central Government to deliver a safer, fairer London for all.

 

About you

 

You’ll influence and engage with a wide variety of stakeholders and government bodies to ensure highly collaborative working relationships, and with the Greater London Authority (GLA) and other organisations in the GLA Group (e.g. Transport for London, London Fire Brigade) to deliver the Mayor’s priorities on policing and safety.

 

You will provide strong, effective leadership including strategic planning and resource delivery of the Police and Crime Plan and the wide range of programme activity.

 

The postholder will visit MPS and other external partners’ offices on a regular basis alongside working from GLA/MOPAC offices and from home as and when appropriate.

 

  Specifically:

·       You’ll have extensive senior leadership experience in a complex environment, like:   central or local government, or the policing or criminal justice sectors, at Chief Executive, Executive Director, or equivalent level.

 

·       You will have had experience of working with politicians and senior stakeholders and proven ability to successfully negotiate and collaborate with and influence stakeholders and partners.

 

·       You’ll have demonstrable experience of operating in a highly pressurised environment, managing conflicting priorities and of setting the strategic direction of an organisation or large team through complex change and delivering tangible results.

 

·       The ideal candidate will have significant experience of strategy development, strong analytical abilities, and a good understanding of financial management and commissioning.
