About the role
Balfour Beatty are looking for a Head of Health Safety Environment and Sustainability to join our Central Rail Systems Alliance team (CRSA) covering the North West, Central and Eastern rail routes.
The role can be based from either of the following CRSA depots - Doncaster, Peterborough, Euston, Aston or Crewe. Regular travel to the other depots will be required, a company car or allowance will be provided.
The alliance between Network Rail, Balfour Beatty, AtkinsRéalis and TSO has been created to make a positive impact on the UK track renewals industry by drawing on the strengths of all alliance partners and collaborative working.
The Head of HSES will drive HSES performance, ensuring efficient and effective service and support levels to meet and where possible exceed operational requirements. They will support the HSES Director in achieving Zero Harm objectives and the Building New Futures sustainability strategy. They will directly partner with the Alliance Operations Director to:
Ensure projects are compliant with the legislative requirements, health and safety requirements of the UK Business Management System (BMS) and Network Rail health and safety requirements for the alliance.

Manage and work with the Alliance to ensure delivery of health and safety requirements and provide technical advice, guidance and support on health and safety matters.

Oversee contractual and regulatory requirements, regularly inspecting deports and contract deliverables to ensure compliance and advise the H&S Advisors on matters.

Support work winning business teams with health and safety responses for tenders, particularly for enhancement projects under the alliance.
What you'll be doing
Provide advice, support and direction to all project HSES teams to enable them to support their project teams to deliver Zero Harm, in a coherent and co-ordinated manner.

Ensure assurance plans are in place and implemented.

Undertake Health and Safety compliance evaluations, tours and audits as required and to ensure sufficient assurance of project activities.

In conjunction with Executive General Managers / Managing Directors / Directors, carry out project and business sector HSE performance reviews and reporting using lagging and leading indicators.

Work with the HSES Director, to develop and ensure the delivery of the BB Rail HSES Strategy.

Review and investigate accidents, incidents and near miss events in accordance with Balfour Beatty standards to identify and effectively share lessons learned across Rail and the wider team.

Ensure actions and recommendations are tracked and the SIER process is applied.

Ensure HSE, Customer and Balfour Beatty accident reporting requirements are fulfilled.

Monitor, collate and interpret health and safety performance data including close out of inspection and accident investigation reports, and provide management reports on a routine basis.

Deputise for the HSES Director where required.

Work with the wider BB HSES team to promote Zero Harm and continuous improvement of performance through special projects, local initiatives and HSES improvement plans.

Develop professional relationships with customers and specifically their HSE professionals.

Implementation of the HSES strategy for the business .

Lead and manage the overall capability, development, deployment and performance of health and safety requirements within the CRSA Alliance.

Providing H&S Leadership, demonstrating a strong partnering ethos across the region.

Building and developing relationships with all relevant internal and external stakeholders.

Ownership of H&S Governance for the alliance.

Influencing continuous improvement within the HSES function.

Promoting and living the Balfour Beatty Values.

Performance management and reporting for the designated work area, analysing trends to build improvement in line with contract requirements.

Ensure accurate reporting and trending of performance for the alliance.
Who we're looking for
The following qualities/experience are essential:
Chartered membership of a relevant professional body (IOSH/IEMA) or working towards.

Educated to Diploma/Degree/HNC level

Rail and/or Construction industry experience and in particular CDM

Influencing and persuasion skills

Analytical skills with an attention to detail

Motivational, leadership and coaching skills

Excellent communicator

Displaying and demonstrating the Balfour Beatty behaviours at all times.

Experienced incident investigator

Experience of reviewing and producing HSES reports to executive level

Must have prior experience of providing leadership and support to operational and functional teams and of working at a senior level;

Must have prior experience of developing proactive relationships with challenging customers
The following qualities/experience are desirable:
Experience in rail construction environment
