We have an exciting opportunity for an experienced IS Project Manager to work for Merseyside Police at their offices in Warrington.
This is a temporary role until November 2025 working Monday to Friday 36.50 hours a week and this will be hybrid working.
PLEASE NOTE DUE TO POLICE VETTING CRITERIA YOU MUST HAVE RESIDED WITHIN THE UK CONTINUOUSLY FOR AT LEAST 5 YEARS AT THE TIME OF APPLICATION.
JOB PURPOSE - The IS Project Manager is responsible for the successful implementation of IS Projects assigned by the manager of the ICT projects team to an agreed specification and within defined costs and schedules.
The IS Project Manager identifies the tasks necessary to implement a project, calculates the resources and budget required for the project, and agrees the timetable for implementation with the system owner and the appropriate parts of the NWROCU.
ROLE ACCOUNTABILITIES
Confirm all equirements for the project and the proposed solution with the system owner ensure the viability and efficiency of the project before work begins.
Select the appropriate IT system, service, and suppliers to meet the requirements of the project.
Identify the tasks and activities necessary for the implementation of the
Estimate the budget, resources and support required to implement the project and agree the availability of funding and resources. Reviewing, updating, and reporting any changes to the project tolerances.
Produce and agree the implementation plan for each project with the system owner, suppliers, and the appropriate sections of the ICT department.
Negotiate contracts for the supply of equipment and services with selected
Supervise and coordinate the work of staff assigned to the project, staff from the business unit affected and the work of suppliers to ensure that the project is implemented according to the plan, remaining on time and within budget.
Meet regularly with the potential users and owners of the new systems to report progress and to check that the project as it evolves still meets their needs.
Report progress and highlight risks and through ROCU Digital Governanceeam, and warn of any potential changes to the scope, the project plan or the budget as soon as they arise.
Plan and manage testing and acceptance of the new system, in conjunction with suppliers and the potential users and system owners, to ensure compliance with the agreed specification.
Plan and manage the hand-over of completed
At the end of each project, review any lessons learnt that arose during the implementation of the project and suggest changes to the NWROCU's project management methodology that could reduce the probability of problems reoccurring on future projects.
Be accountable for all Health and Safety issues, to include risk assessment, pertaining to the post-holder's area of responsibility in order to fulfil the statutory obligations of the Health and Safety at Work Act 1974.ESSENTIAL CRITERIA
The post-holder will be educated to degree level or equivalent. The post-holder must have successfully completed a training course on the management of ICT projects.
The role requires previous experience of implementing IT systems or similar projects in large and complex organisations.
The post holder must be familiar with one or more project management and project control methodologies and must have used those methodologies on multiple projects during their career.
A wide knowledge of different IT systems is necessary so that proposed solutions can be assessed and the impact from their implementation can be understood and quantified.
Good interpersonal skills will be required to liaise with NWROCU users, to establish their requirements and to persuade them of the viability and efficiency of a proposed solution.
Good management skills will be necessary to motivate and co-ordinate the activities of project staff and external suppliers who are not direct reports.
Significant project management skills are essential to plan, co-ordinate and manage all resources allocated to projects. Attention to detail will be critical in monitoring the ongoing status of projects
The postholder will work across groups, departments and with external suppliers and will facilitate multi-discipline meetings therefore a diplomatic but authoritative approach will be required.
A strong negotiating manner will be required to manage user requests for change and to ensure that external suppliers meet specification and cost targets.
