HMRC is the UK's tax, payments and customs authority and we have a vital purpose: we collect the money that pays for the UK's public services and help families and individuals with targeted financial support.
HMRC's Fraud Investigation Service (FIS) is responsible for the department's civil and criminal investigations.
FIS provides HMRC with an effective investigation arm to enforce the Department's compliance policies. This enables the Department to deliver against the strategic responsibilities across all the taxes and duties it administers. This includes complex offshore evasion, international smuggling of illicit excise goods, exports of controlled weapons and technology, labour market abuses, VAT and Self-Assessment repayment frauds and a host of other fraud attacks targeted at the tax system.
FIS is home to a wide range of people with a variety of skills and professional backgrounds - including accountants, cybercrime specialists, criminal justice professionals, tax professionals and operational delivery support teams to name but a few. We use a range of powers and approaches to protect funding for UK public services, investigating the most harmful tax cheats and ensuring nobody is beyond our reach.
Covert Operations, Digital Exploitation (CODE) sits within HMRC's wider Fraud Investigation Service (FIS). Working across Law Enforcement and government, CODE provides investigative tools and covert techniques to front-line investigations and works with key partners to develop and provide access to new technology and systems to enable investigators to respond to serious and complex tax evasion and crime.
Job description
For this role, you will be one of two managers working in a Control Room environment as part of a team providing critical tactical support to HMRC Investigators and Intelligence Officers who are deployed in the operational field. This will involve the use of a variety of computer programmes and communications systems, some of which are detailed below. Full training will be provided.
The jobholder will ideally be a good communicator as the role will necessitate representing the Control Room in meetings with internal and external stakeholders including other Government departments, police forces and/or law enforcement agencies.
Person specification
As a Control Room Manager your duties will include:
• Line management of Control Room officers, including authorising annual leave, shift changes, time-off-in-lieu requests, staff welfare, providing and organising training/mentoring and assurance of records.
• Taking the lead for maintenance of HMRC's ANPR policy.
• Representing HMRC at meetings, both virtual and face-to-face, with other government departments, police forces and other law enforcement agencies.
• Monitoring and maintaining a variety of communication media, including telephone, Microsoft Teams and SharePoint sites, the Airwave radio system and mailbox feeds as well as triaging calls / requests as required.
• Monitoring and operating Control Room software, providing H&S overview of operational activity and tactical support as required.
• Live monitoring of ANPR systems and passing details of activations to operational staff.
• Running checks on various systems on a dynamic and reactive basis.
• Managing Airwave radio requests and providing Airwave support to operational staff.
• Broader Airwave and ANPR related duties which may include assisting with policy related matters.
• Attending internal meetings, engaging in team projects and maintaining statistics as necessary.
• Being part of a 1 in 4 on-call roster to cover night, weekend and public holidays, with specific responsibility for managing Airwave assets and providing out-of-hours operational support where required.
• Operational Security Liaison Officer (OSLO). This part of the job involves providing supporting to the Operational Security (OPSY) network on matters directly affecting the Control Room.
• Other duties at the direction of the Senior Investigation Officer.
• The role will necessitate travelling and occasional overnight stays.
This is a shift-work post and due to the business critical need to fill the vacancy with a shift-worker, alternative working patterns are not available.
Shifts are generally rostered at 8 hours between the hours of 07:00 and 20:00 Monday to Friday, but with a regular requirement to work outside of these hours depending on demand or operational requirement. Weekend, night and public holiday attendance is covered by a 1 in 4 on-call roster and payment of an additional allowance. The requirement to work during these times can be unpredictable so flexibility is essential. Please see 'Benefits' below for further details.
Training Requirements:
• The successful candidate would be expected to attend and pass a two-week Counter Fraud intelligence foundation course.
• There will also be an expectation to become an advanced user of the National ANPR System which will require training on the use of the system as well as developing knowledge around when its use could have an impact on RIPA considerations.
• You will need to attend a Hydra decision making course together with a range of mandatory online learning packages
Essential Criteria:
• This post requires a minimum of National Security Vetting at Security Check (SC) clearance level and you must hold SC vetting or be willing to apply for SC vetting. If you do not hold SC but are willing to go through the process, any job offer would be conditional and may be withdrawn should you fail to achieve the vetting. The successful candidate would be encouraged to apply for the higher level of clearance at Developed Vetting (DV).
• There is also a requirement to obtain NPPV3 Police vetting.
• Strong communication skills.
• Good IT skills, including the ability to operate Microsoft Office 365.
• The on-call requirements of the role necessitate the jobholder to attend the office within 60 minutes of being contacted.
Desirable Criteria:
• Experience of managing people and/or resources.
• Experience of working in the criminal justice arena, particularly any experience of criminal investigations, intelligence or policing.
• In addition, you will need to attend a variety of training courses, some of which may require you to be away from home for up to a week at a time.
