Houses of Parliament Restoration and Renewal Delivery Authority
Job Title: Financial Accountant
Salary: Circa £60,000
The Financial Accountant will act as a key member of the Finance team, supporting the Financial Controller in ensuring that the Delivery Authority’s financial information is accurately recorded, reported and safeguarded through an appropriate system of financial controls and governance, and that all external reporting obligations are met.
They will also support the monthly financial close and reporting routines, as well as in the management of the Delivery Authority’s cash balances, ensuring that appropriate cash is requested and drawn down from the Client Team on a monthly basis to fund Programme expenditure.
Main responsibilities include supporting the Financial Controller in:
- Ensuring that the Delivery Authority meets its statutory reporting obligations under, including the production of an Annual Report and Accounts.
- The annual audit process, liaising with both internal and external auditors to ensure that audit requirements are promptly met and that audit findings are communicated and acted upon.
- Monitor and drive the monthly financial close process including posting of the financial accounting journals.
- Determine and document finance policies, controls and processes for the organisation.
- Maintain and enhance the Fixed Asset Register ensuring that it is compliant with charging requirements.
- Management of the Delivery Authority bank account as well as the preparation of the cash forecast for the funding.
- Act as a backup for when the Accounts payable officer is not available or needs support.
- Manage the Delivery Authority’s Chart of Accounts and cost centre structure, ensuring that no changes are made to these structures in the Oracle Financial Accounting System without appropriate review and control.
- Carrying out compliance activities for the organisation e.g. companies house submissions and tax submissions.
- Carrying out assessments and improvements in the current control processes for the organization.
- Carrying out Anti-fraud activities for the organization.
You will work closely with the Financial Controller as well as the Head of Finance and the Business Partnering team. Building strong relations with external and internal auditors will also be key, whilst supporting the AP Office.
To be suitable for this post you should be a fully qualified accountant within a recognised CCAB body or CIMA. Part-qualified or finalists will be considered if possessing significant relevant experience within the production of annual accounts and maintaining strong stakeholder relations. UK Public Sector experience is desirable as well as experience delivering major capital projects.
