The Vacancy:

Responsible for undertaking Stock Condition surveys and using CDM software to compile schedules of work etc.


Responsible for managing and leading on allocated building works and aspects of projects regarding the planning, review and development to fully meet the annual requirements of clients repairs, allotted projects and capital programmes.


Responsible for ensuring the allocated works are appropriate to the scope of work undertaken, including refurbishment projects, planned maintenance and other revenue and capital funded projects with work programmes including Stakeholder consultation, brief agreement, preparation and presentation of feasibilities and option appraisals.

Scheme design, preparation of accurate budget estimates and spend profile projections.

Responsibility for self-delivering work streams, actively coordinating shared resource and working closely with site managers, operatives and subcontractors etc. to ensure appropriate systems are set in place to facilitate contractual service delivery to the point of handover.


Producing planned maintenance schedules for client buildings and carrying out reactive maintenance inspections and instructing / managing repairs will also be required.


Key tasks and responsibilities:

Working with the existing Facilities Team:

  • To maintain records of Council portfolio buildings, carrying out condition surveys and highlighting requirements for entry into capital budget proposals to both internal and external stakeholders.
  • To provide period progress reports and highlight/escalate project slippage to both internal and external stakeholders
  • To mobilise designated projects on time, in budget and to maximise efficiency and profitability
  • Provide information around contractor costs and associated fees for presentation to clients financial admin
  • To attend and present at requested meetings where necessary to review costs, explain necessity of works and to ensure clear concise information is provided for decision making
  • Assist in the development of Project Management Processes and check sheets to allow controlled project executions and completions
  • To ensure that all service delivery functions are in place and aligned to project delivery
  • To develop and maintain effective working relationships with all internal/external staff and managers to ensure customer needs are properly understood and met or exceeded
  • To provide 2D AutoCAD to provide accurate building updates and specifications
  • To provide timely reporting and trend analysis across the designated projects
  • Assist in the development of monitoring/audit systems for effective and timely resource delivery; including but not limited to the development, monitoring, maintenance and operation of an appropriate project induction process and record of attendance and absence for, and of, the project work stream owners

  • To provide an exemplary professional service to ensure that properties are effectively and efficiently maintained, repaired, adapted, improved or replaced, in accordance with client requirements, good practice, legislative and statutory requirements and to achieve agreed performance targets. To ensure that Building Fabric aspects of projects are managed to be compliant and delivered within the agreed financial and time parameters
  • To positively promote Liberata Property Services as an FM business provider of preference and identify potential organic growth, within the parameters defined by Head of Property Operations
  • To undertake any other activity commensurate with property services scope of work

Essential Skills and Attributes:

Essential

  • At least 1 yearsexperience dealing with work of a similar nature within building surveying and project management
  • Good interpersonal skills are required for dealing with a range of customers
  • Experience of successfully managing project works from start to end
  • Degree / HNC equivalent in a building/construction discipline preferable
  • Asbestos Management Qualification and/or working knowledge of asbestos management
  • Up to date knowledge of Health and Safety systems, Health and Safety at Work Regulations, codes of safe working practices, the Construction Design and Management regulations and industry standards
  • Working knowledge of Microsoft packages including Excel and Word
  • Analytical and pragmatic approach to systems and process improvements
  • Effective report writing and presentations skills internal and to client
  • Ability to deal with customers and colleagues effectively on a daily basis
  • Ability to manage personal workload, conflicting priorit
