Job summary

Gloucestershire Health and Care NHS Foundation Trust has recently been awarded the contract to provide an Integrated Urgent Care Service (IUCS) for people across Gloucestershire. The IUCS includes NHS 111 (telephone and online), a local Clinical Assessment Service offering patients access to general and specialist advice from clinicians where appropriate and the Primary Care Out of Hours service.

The service will be provided by the Trust in a partnership with social enterprise organisation Integrated Care 24 (IC24), who currently deliver services such as 111 in other areas of England. This role will lead on the workforce elements of the IUCS programme.

Main duties of the job

The Senior HR /OD Change Manager is a senior, autonomous practitioner and an integral part of the IUCS implementation team. The postholder will work closely with the Deputy Director of HR & OD, Head of Leadership & Organisational Development, the Head of HR Operations and the Recruitment Business Partner on providing HR and OD expertise to the senior leadership team as they design and implement a recently won tender for Urgent and Emergency Care.

This will include working alongside other key service and corporate functions ( Operations, Finance, IT and Communications), focusing on implementing this new service. The postholder will be expected to lead and support in all aspects pertaining to the workforce considerations of the programme, including recruitment, on-boarding, managing change, Transfer of Undertakings Protection of Employment rights (TUPE) transfer and identifying and commissioning Organisational Development and training for members of the IUCS service

The postholder is expected to establish and maintain positive interpersonal relationships with all key stakeholders, working effectively with colleagues to ensure the successful achievement of the IUCS implementation programme (over the forthcoming 12 months).

The postholder will also be fundamental in championing and living the Trust's values and behaviours.

Job responsibilities

Autonomously provide senior HR/OD expertise and support to Senior Leaders in the implementation of the IUCS programme; leading in the development of appropriate workforce documentation and communication strategies.

Provide project management of anticipated activities associated with the IUCS programme, ensuring deliverables are identified and that timelines are set out, with governance arrangements in place to monitor progress. Being confident to assertively challenge where milestones are not delivered or at risk of non-delivery.

Work with Senior Operational managers to ensure that all workforce elements of the IUCS programme are communicated in a timely, clear and effective way.

Ensure that the impacts on the existing and new workforce are considered in the implementation of the IUCS and that there are effective communications in place for relevant stakeholders and leads.

Work collaboratively with colleagues across the HR/OD function to ensure the provision of effective and accurate workforce information to inform plans and proposals.

Essential

Highly specialist knowledge of one or more HR topics acquired through degree and professional HR qualification plus additional training or equivalent experience to masters level or equivalent Current membership of CIPD - MCIPD Evidence of ongoing Continuing Professional Development (CPD)

Experience of supporting with complex organisational change and programme delivery Proven track record of operational and strategic HR/OD achievement at a senior level Experience and knowledge of the current HR/OD agenda in the NHS and how this supports service provision, performance and improvement Experience of facilitating multi-professional groups and team working Demonstrate commitment to, and enthusiasm for facilitating change, cultural and behavioural change, service improvement and team/individual development Experience of being able to balance competing priorities and meet personal and Trust targets within a fluctuating and demanding workload Experience of coaching managers on change programmes Experience of managing TUPE transfers

Desirable

Previous management experience, demonstrating an ability to provide direction, enable others to perform Experience of working in a unionised environment Proven NHS/Public sector experience and knowledge
