The Role


The primary purpose of this role is to manage on behalf of the Rulemaking Lead, from a technical administrative perspective, all aviation legislation and policy development (Rulemaking) activity.


The secondary purpose of this role is to provide support and resilience with other technical administrative tasks that are related to the CSP Policy team and to contribute to the creation, maintenance and continuous improvement of r rulemaking processes, procedures, work instructions and record keeping.


Core Accountabilities

  • Understand, clarify, and make recommendations for quality, joined up CAA responses on all key NAA led rulemaking activity.
  • Understand, clarify, and communicate, internal and external technical comments, on all led rulemaking activity.
  • UK Rulemaking: Manage on behalf of the Rulemaking team, meetings, agendas, terms of reference, records, taking notes, actions and decisions and producing minutes.
  • Support and advice on the administration of rulemaking and policy development proposals
  • Manage the administration of the UK Rulemaking Programme
  • Provide administrative and secretariat support to the Rulemaking, Policy and International Agreement teams.
  • Maintain Rulemaking SharePoint site.
  • Cross trained and able to support and cover tasks of performed by other Rulemaking and Policy team colleagues.

About You

  • Essential Experience working in a technical administrative role: The postholder will be required to take minutes, produce terms of reference, understand and coordinate CAA technical comments on internal and external Rulemaking activity and will need to become comfortable with the language and acronyms used to ensure responses are of high quality and are in line with CAA strategy and policy.
  • Excellent communication skills, both written and verbal: The postholder will be interacting with a variety of people at all levels, both internal and external, from various disciplines and backgrounds. The ability to develop a rapport and prove reliable is important as they will be many stakeholders' focal point at the CAA.
  • Organised: The post holder needs to keep track of work related to rulemaking and policy development, from deadlines to meetings and to important files in a methodical system
  • Confident working with Microsoft Outlook, Word and Excel in order to maximise the technology available to deliver the tasks.
  • Attention to detail: Rulemaking is high profile and high priority. It is important that all records are accurate and reflect CAA lines to take.
  • Teamwork: The postholder will be part of a small team and who rely on each other to provide resilience and support. Communication within the team is as important as with Stakeholders.

Additional Information
For many appointments within the CAA, these roles require access to operationally sensitive infrastructure and/or Nationally Protected information. For these roles the post holders must undergo National Security Vetting and achieve the appropriate level of clearance.


To be vetted we will usually expect a reasonable period of residency in the UK so that meaningful checks can be undertaken.

For this role this will need to be 3 years.
