An exciting opportunity has arisen for a well-organised and dynamic individual to join the Children and Family Services Commissioning Team as a Commissioning Officer.

This Commissioning Officer role is a generic job description across the service and will support the commissioning of services across the whole of Children and Family Services and will undertake:

  • Internal brokerage services, co-ordinating service providers referrals from the departments various contractual arrangements ensuring that children's care/support packages/educational placements meet individual care/support plans.
  • Supporting service areas in relation to compliantly commissioning new services, completion of extension requests and helping to shape the market
  • Contract management and monitoring of compliant contractual arrangements across Children's Social Care and Special Educational Needs and Disabilities ensuring that issues of compliance and performance are addressed.


However, the main focus will be in relation to activities associated with commissioning requirements linked to the implementation of the new Domestic Abuse Act 202- Respond to referrals from commissioners to research and find suitable care/support services/educational placements for Children in Care and young people with Special Educational Needs and Disabilities.


  • Support the monitoring and improvement of the quality of services being delivered, ensuring continual quality and performance improvement, including provision of information and analysis of varied data in relation to service delivery
  • Support the development and implementation of contractual arrangements that manages the performance of providers and identifies and escalates issues and concerns at the appropriate senior management level.
  • Support the effective management of issues around poor performance and to engage with service providers and promote activities that lead to positive outcomes for service users and carers.
  • Support the delivery of a service in line with the principles of the Council's Corporate Strategy for Procurement and Commissioning
  • To work with a range of stakeholders and operational staff across the Local Authority and with other Local Authorities, Health, Police, Education, community and voluntary sector, parents/carers and service users.
