Job Title: Strategic Manager for Housing Management

Contract Length: 3-to-6-month initial interim contract

Location: Midlands based local authority

Working arrangements: Hybrid

Pay rate: £650 per day

IR35 Status: Inside of IR35

Baltimore Consulting are with a Midlands based Local Authority in their search for an experienced Senior Housing Professional to support them in the management of their housing stock, specifically in regard to arrears and tenancy management, rent collection; whilst driving the development of locality working with communities and social care.

Your duties for this position:

  • Reporting into the Assistant Director, you will have oversight of housing stock of over 17,000 properties, where you will manage the service area incorporating the delivery of housing management services, ensuring effective provision in accordance to council and statutory policies and provision.
  • You will be the strategic lead of the service, ensuring compliance with all statutory dues for housing management, whilst also being the councils lead officer on welfare reform.
  • From a transformation perspective you will support in leading on the council's transformation agenda for Housing Services, Development and Growth, working with the senior leadership team, contributing to strategic service delivery and improvement.
  • Finally, you will contribute to the development of the Asset Management Strategy, HRA Business Plan and ensuring that the principles of the Social Housing (Regulation) Act are delivered throughout the service.

Experience needed for this role:

  • The successful candidate will come from an established housing background, having led a service at equivalent senior manager or Head of Service capacity previously.
  • Have in-depth knowledge and experience of council statutory obligations for housing services, as well as experience of working on HRA Business Plans and Asset Management Strategies.
  • Have an ability to work effectively with internal and external stakeholders; including junior staff members, operating as an SME and leader in this field.
  • Be a strong communicator with an understanding of other public sector organisations cultures, structures and policies.
  • Able to provide minimum two years worth of references.
