Joining our senior leadership team at an exciting time, you'll work with our new COO, Katie Foster-Greenwood, supporting the implementation of service delivery and development plans, together with plans for Divisional developments and assisting in the business planning process.

Working with partners, you'll help create a sustainable organisation for the future, delivering what our population needs, all from a challenging resource position. These are tough but exciting times for the NHS nationally and for us, so we need someone with strong resilience and a kind, considerate leadership style.

The delivery and provision of effective, high quality, safe patient care which meets the needs of patients and can be met within the allocated budget is paramount for ensuring our services are sustainable for the future. Are you up for the challenge?

Main duties of the job

Assuming responsibility on behalf of the COO for the day to day operational running and performance of all activities, you'll work closely with our Divisional Directors, Nursing Directors, Medical Directors, Clinical Business Unit Managers and the Deputies to the executive directors. You'll be responsible for support, transformation, management of the site and flow and all aspects of emergency planning, resilience and the central cancer team. There will be opportunities to lead on corporate and organisational wide projects and involvement in organisational strategy which we know will really excite and motivate you.

Your driven and influential style will see you responsible for the management of corporate functions including site management & the corporate cancer team. Working with day to day delegated authority of the COO to ensure daily operational activities are carried out delivering the best possible care and staff and patient experience.

There will be a strong emphasis on the need to continue to develop a culture of performance management/delivery underpinned by organisational values, improvement and appraisal as a foundation. You will manage the delivery of agreed performance indicators in relation to clinical outcomes, clinical efficiency and service in reporting. Including responsibility for providing leadership management and direction to ensure the successful delivery of our Operational Services.

Job responsibilities

The Deputy Chief Operating Officer (DCOO) will be a vital member of the Chief Operating Officers team, helping to roll out service delivery and development plans, as well as divisional advancements and business planning. This role focuses on creating a culture of performance management, ongoing improvement, and thorough appraisals to boost organizational performance. The DCOO will manage key performance indicators related to clinical outcomes, efficiency, and service reporting. They will also oversee four Divisional Directors and two Heads of Operational Performance.

The DCOO will work closely with divisional teams to develop strong multi-disciplinary services and play a key role in advancing the Trusts corporate goals, working within the framework set by the Trust Board and individual Directors.

Alongside the Chief Operating Officer (COO), the DCOO will help build a culture that encourages partnerships and multi-professional care delivery. They will work with the senior team to find benchmarking opportunities to improve productivity, efficiency, and clinical quality.

The DCOO will team up with the COO to develop and lead strategies for service improvement and performance to ensure the delivery of safe and effective care. They will provide leadership and direction to ensure the successful delivery of Operational Services within Lancashire Teaching Hospitals NHS Foundation Trust, ensuring high-quality, safe patient care within the allocated budget.

Additionally, the DCOO will lead the implementation of business development, performance management, and commercial development strategies that align with the Trusts commitment to delivering safe and effective person-centered care.

Masters or Equivalent level of experience Management qualification or equivalent experience Evidence of continuing personal professional development

Knowledge & Experience

Essential

Breadth of NHS operational management experience within DGH and tertiary services. Detailed knowledge of Clinical Governance and risk management / emerging national policy re: health and social care / legislation relating to health and social care and organisation of health and social care in England Knowledge of Business and performance management / People and organisational development. Extensive proven experience at senior management (or just below Board level) with strategic, operational and financial management responsibility Significant demonstrable experience of strategic planning and delivering long term transformation that delivers lasting change and improvement. Experience of working collaboratively with colleagues across teams, providers, system service users and communities Experience of developing implementing and sustaining measures to improve efficiency and productivity Experience of contributing to effective governance and risk management arrangements that ensures patient safety Proven experience of building partnerships and alliances both internal and external to the Trust Proven experience of negotiating complex contracts, managing customer expectations, influencing commissioning decisions and developing business case A track record of leading and delivering sustainable and measurable change coupled with the ability to engage others in delivering these results
