Main duties of the job

Works with the Phlebotomy Team Leader to deliver an efficient and high-quality phlebotomy service that meets the needs of patients, commissioners and of hospital wards and departments.

Provides effective day to day supervision of a group of staff, including responsibility for induction and training, ensuring standards are maintained; organising staff rotas and holidays; notifying sickness and overtime. Contributes to the production of staffing rotas taking into account the above.

To perform Venepuncture and Veneole (capillary sampling) blood collection procedures (the piercing/puncturing of veins or the slicing of veneoles, which are invasive, clinical procedures). To extract blood samples from patients/donors in a manner that makes the blood sample suitable/fit for analytical, therapeutic or diagnostic testing and purpose. Working in hospital wards, clinics, community-based clinics within other organisations and NHS Trusts and also in patients homes. There is a requirement to work weekends, bank holidays and cover service delivery times between and as the roster dictates.

The Phlebotomy service employs 64 WTE staff (headcount 81), serving the main sites of St Jamess University Hospital and the Leeds General Infirmary, plus Chapel Allerton Hospital, Seacroft Hospital and Wharfedale Hospital as well as a number of community clinics and domiciliary visits.

The service has approximately 350,000 patient contacts per year.

PRINCIPAL DUTIES & AREAS OF RESPONSIBILITY

The Phlebotomy Supervisor works within the blood collecting team. Their work is supervised not managed.

Supervisory

1. In conjunction with the departmental secretary and PSC, to organise staff rotas, taking into account annual leave, sickness and study leave.

2. To monitor sickness and deal with the initial stages of sickness absence management, including return to work interviews.

3. To be responsible for training phlebotomy staff in venepuncture and other techniques and also the training of other staff both from within the Trust and externally where appropriate.

4. To carry out continuous assessment of the performance of the phlebotomy staff and to advise to the Phlebotomy Service Co-ordinator on any capability or performance issues.

5. To be responsible for the general tidiness and safety of the phlebotomy rooms.

6. To ensure that adequate stocks of equipment and consumables required for a timely blood collection service are available at all times, and to inform the Co-ordinator of any stock requirements.

7. To manage and ensure that annual and other forms of leave are recorded.

8. To record sickness leave.

9. To maintain accurate records of workload.

10. To provide advice to the Co-ordinator/Operational Manager on any issues that contributes towards workforce planning.

11. To liaise closely with laboratory, medical, scientific, clerical and ward staff as required.

12. To participate in the recruitment of phlebotomy staff.

13. To arrange and attend staff meetings.

14. To ensure that all phlebotomy staff follow the health and safety rules set out in the Trust Health and Safety Guidelines, and any other safety guidelines which apply.

Service Delivery

15. To collect blood samples by venepuncture and capillary methods as appropriate, for laboratory testing. Patients will include both inpatients and outpatients from the Trust and from General Practice, and includes babies and young children as appropriate and also patients in the community.

16. To deal with the emotional issues around the collection of blood samples.

17. Independently manage own allocated workload. May work autonomously collecting blood in the homes of patients or in outlying clinics.

18. To ensure that samples are placed in appropriate specimen containers as set out in instructions. To carry out clear and accurate labelling of these samples.

19. To ensure that all samples are of acceptable quality, taken from an appropriate vein, and collected in sufficient quantity.

20. To ensure that all samples are delivered promptly to the specimen collection point or to Pathology Specimen Reception as appropriate.

21. To follow standard operating procedures, health and safety policies and procedures and Trust policies where applicable.

22. To maintain a clean and tidy environment whilst collecting blood samples on wards or in surgeries.

23. To maintain blood collecting trays/trolleys, and work surfaces in the Blood Collecting Room in a clean and tidy condition.

24. Manage contingencies that arise during the blood collection process.

25. Collect, identify and record the correct patient/donor information or data at the time of the sample collection and within full view of the patient/donor. This task calls for long periods of concentration that can be frequently interrupted.

26. Collect data/information for internal/external audit purposes.

27. Preparation/administration of loading dose prior to a specific blood test being performed ( Glucose/Lactose Tolerance Tests).

28. Identify and utilise a suitable site, fit for the purpose of blood collection using personal judgemental skills.

29. Identify, select and use suitable /appropriate equipment for the specimen collection using personal judgmental skills.

30. Obtain blood samples from patients/donors to a standard fit for laboratory testing ensuring minimum distress or discomfort is caused to the patient/donor during the blood collection process.

31. Interpret written requests for blood collection.

32. Give patients/donors, guardians and carers, appropriate advice regarding venepuncture site, after care and availability of test results.

33. Ensure pre and post-test requirements have been fulfilled and ensure the patient/donor is fit for discharge from your care.

34. Completing regular stocking and stock rotation of working areas.

35. To prepare materials for distribution to clinical areas

36. To contribute to general departmental management by assisting in the ordering, receipt and control of consumables.
