The Port of Blyth is a modern statutory Trust Port handling up to 1.5 million tonnes of cargo each year across a variety of sectors and with ambitious plans for future expansion. The following permanent position has arisen in the Marine Services department:

The Role

Applications are invited from individuals with the relevant qualities, experience& certification to fill the position of Deputy Harbour Master / Marine Pilot.

The Deputy Harbour Master will deputise for and assist the Harbour Master in the administration and control of all marine operations of the Port of Blyth harbour undertakings, including the supervision of marine department staff, marine safety, pilotage, and dredging operations. To act as an authorised ships Pilot as required.

A valid STCW Certificate of Competency, previous vessel command, marine pilotage and / or comprehensive ship handling experience would be advantageous.

The successful applicant will be required to undertake a probationary period as Trainee Marine Pilot, this period being subject to relevant experience and aptitude.

Job Description

GRADE: SCALE POINT 37 – 42

RESPONSIBLE TO: HARBOUR MASTER

QUALIFICATIONS: STCW CERTIFICATE OF COMPETENCY

AND: AUTHOURISED AS A COMPETENT PILOT (After Training)

Main Purpose of the Job:

To deputise for and assist the Harbour Master in the administration and control of all marine operations of the Port of Blyth harbour undertakings, including the supervision of marine staff, marine safety, pilotage and dredging operations. To act as an authorised ships Pilot as required.

Main responsibilities and tasks;

1.Assist the Harbour Master to ensure that the Marine Service's Department operates in compliance with the Port of Blyth marine safety management system, industry legislation, government guidelines and the Blyth Harbour Commission's policies on harbour management.

2.To undertake Pilotage acts as authorised by Blyth Harbour Commission as the Competent Harbour Authority, providing Holiday and sickness cover.

3.Assist with the routine management od an effective pilotage service, including the training and examination of Pilots, CPD and issuing of PEC's

4.Deputise for and assume the duties and responsibilities of the Harbour Master as required and attend internal, external meetings and represent the Port of Blyth as required in the Harbour Master's absence avoiding joint absence through conflicting annual holidays and other times of unavailability where possible.

5.Assist with the ongoing compliance and review of the marine safety management system and port emergency / safety plans, answer correspondence and prepare statistical information as required.

6.Deputise for and assist the Harbour Master in the supervision and control of the dredging operation and assist in the production of regular bathymetric survey reports.

7.Supervision of the Marine Department staff including pilots, marine assistants and port vessel crew.

8.Assist the Harbour Master to ensure that harbour records are maintained, licences issued, etc. in accordance with Blyth Harbour Commission's policy and monitoring of such information.

9.Ensure that safe working practices are implemented and complied with as per the Port Marine Safety Code, marine safety management system and Port of Blyth health & safety management policy.

10.Assist the Harbour Master with conducting effective incident investigations of all marine incidents, managing the reporting and investigation processes.

11.Liaison and relationship development with internal / external services and clients.

12.To be responsible for the allocation of duties to all marine services staff and the reporting of any staff problems, grievances, and disciplinary matters in the Harbour Master's absence.

13.Act as Deputy Port Facility Security Officer, assisting with the day to day security management of the port.

14.Where necessary, act as a major incident controller in the port's response to marine emergencies including preparedness, planning, exercising and drilling.

15.Where necessary, act as On-Scene Commander in response to oil spills

16.Other duties as may be assigned within competence.
