This is a new post in the Children & Young People's Services division at Whittington Health NHS Trust, responsible for the leadership and management of the Health Visiting and School Nursing services in Barnet.


The post holder will be responsible for the planning, development, and delivery of children and young people's Universal Services, ensuring that the strategic priorities for health are taken forward in an agreed and coherent way.

The post holder will work closely with the service management team and partners in the development, implementation, management, and monitoring of the services.

The post holder is responsible for ensuring that universal health services are provided where they can be most accessible and responsive to all sections of the local community, supporting the ethos of Prevention, Early Help and Intervention Frameworks and ensuring that services are targeted to the most vulnerable groups and individuals to support social inclusion.

This post will lead the Barnet 0-19 service, which sits in the Children and Young People's Services division at Whittington Health NHS Trust.

Our trust provides care across the sector of North Central London in 5 boroughs.

Many of our children's services are community-based and therefore provide care to service users in community settings such as health centres, children's centres, and family's homes.


This role will oversee the operational management of Barnet health visiting and school nursing, working closely with various healthcare and social care partners in the local area.

Management and leadership


To lead, manage and coordinate services provided by Universal Service practitioners leading and motivating staff to achieve high performance in accordance with organisational policies and procedures as appropriate and ensuring that appropriate training and development arrangements are in place for staff.


To have management and oversight responsibility for:
Health Visiting and School Nurse locality managers

Business support in universal children's services

Infant feeding service

A single point of contact for children and young people in Barnet


Ensuring that personal development reviews are undertaken and recorded, and that efficient and effective administration systems are in place to record personal development reviews and mandatory training.


To be directly responsible for the clinical leadership, planning, management, and delivery of all aspects of the services acting as an expert advisor for complex clinical issues and a point of contact for all enquiries about the services.


To work with public health and commissioning partners, ensuring that all interventions are evidence-based and needs-led in order to reduce the impact of health inequalities and ensuring that local and national priorities and policies are reflected in service plans.

To attend CYP management meetings as required.

To schedule, chair, and report on team meetings.

To plan, implement, monitor, and review the collection of activity data or other returns as required.


To produce service reports, plans, and business cases and undertake service reviews as required and to work to tight deadlines.

To deputise for the Senior Service Transformation Lead as required.

Financial management


To work with the finance teams and senior managers and to plan and implement co-ordinated budget arrangements for the running of the service and contribute to setting up of financial processes for monitoring and control of the operational budget for the service.


To ensure there are effective management information and budget monitoring systems in place in accordance with Standing Financial Instructions and financial Standing Orders.


To work with the business manager to develop and implement a system of reference costing, and cross-charging where necessary, for the services.

Clinical governance


To ensure clear communication systems, verbal, written and electronic are in place for all members of staff, service users and their families and to ensure that communication is clear and effective at all levels with safeguarding as a priority.

To ensure that services provided are effective, efficient and responsive and reflect evidence-based practice.

To ensure that staff and service users are appropriately involved in service development.


To ensure that policies, procedures, protocols, guidelines and practice in relation to Clinical Governance are promoted, developed, implemented and monitored by all staff.

To lead and facilitate the development and update of clinical protocols.

To lead on monitoring and reviewing systems in place for safeguarding and practice related audits of caseloads and caseload management, waiting times and activity identify
