This opening assignment is for 4-5 months To lead on the effective development of an excellent housing options service that meets the statutory provisions of the Homeless Reduction Act and the budgetary and policy requirements of the Council.

This will include development of policy and procedures and wider service initiatives to maximise the impact of the Housing Options Service in meeting the needs of vulnerable people Key responsibilities:

  • Act as the Councils' Lead adviser on Housing Options, Homelessness and Rough Sleepers Service providing specialist, professional expertise in a specialist area and deeper understanding of a number of sub specialisms
  • Provide advice and technical guidance
  • Provide judgement and decision
  • Contribute expertise to complex cases
  • Keep up to date with legislation
  • Liaison with external agencies and partners, including courts, tribunals and other formal bodies
  • Support, guide, advise other teams on your area of expertise
  • Draft and present reports to committees
  • Contribute to enabling and prevention of demand
  • Specify and manage projects, contracts and supplier relationships

  • Educated to A level or relevant experience
  • Membership of a professional body, where such a relevant body exists
  • Knowledge & understanding of Health and Safety legislation and requirements
  • Clear understanding and experience of the responsibilities within which a local authority must operate to deliver the role including statutory requirements
  • Experience at a high level of government, and understanding of other related service areas and issues
  • Excellent interpersonal and communication skills demonstrating the ability to consult, influence and negotiate with a wide range of people (e.g. public and partners) both inside and outside of the Council
  • Able to make decisions on matters relating to the (whole service or number of services) and provide Councils, Members and externals partners with clear advice and recommendations
  • Ability to think strategically and see the 'big' picture
