Primary Care Financial Analyst

Job purpose

  • To support the Senior Finance Manager, finance managers and accountants in commissioning finance to maintain the ICB's finance reporting systems to ensure accurate and timely information is reported to both the ICB Board and other key stakeholders, bothwithin the general ledger and standalone systems.
  • To be responsible for ongoing financial management support to the ICB's Directorate of Partnerships & Integration, which has responsibility for the delegated functions of primary care under Cocommissioning arrangements with NHSEI.
  • The post holder will also be required to produce complex financial analysis to tight deadlines and to a high standard of accuracy using information from various sources outside of the general ledger.
  • The role will involve working to tight timescales and fixed deadlines with peaks in workload requiring increased focus and effort, particularly at month end and during the year end accounting process and the annual contract negotiation round.

Responsibilities (but not limited too)

  • Deal with internal and external queries appropriately and promptly and refer to other managers when required.
  • Calculate year end accruals / provisions and assist Finance Managers for year end purposes.
  • To support the wider objectives of the finance department as appropriate including:
  • To provide support to programme projects as and when required, including costing potential spends, monitoring spend and income, raising sales ledger invoices and purchase orders.
  • To contribute to the development or assessment of business cases or cost reduction schemes, as directed by the commissioning finance managers.
  • Provide support to the Associate Director of Finance for the production of monthly management information for the ICB's cost reduction programmes and for the monthly Finance and Performance Report, and to assist with both in year and mediumterm financialplanning.
  • Provide ad hoc support to all finance colleagues within the ICB to include production of analysis, ledger management and administrative support.
  • Providing guidance, advice and support to nonfinance users of financial information.
  • To help ensure the ICB adheres to its governance framework, complies with relevant statutory regulation and implements NHS financial guidance, as commensurate with the grade of post.
  • Provision of financial advice, including ensuring compliance with accounting policies and other regulatory guidance in respect of healthcare finance.
  • Undertakes Audits as requested.
  • Any other duties which may be determined from time to time, which are appropriate to the grade and general scope of the post.

Skills Knowledge and experience

  • 5 GCSE (A* C) and A levels or equivalent
  • AAT or equivalent (or studying towards) or NVQ3 level in finance or equivalent; or significant previous proven experience.
  • Evidence of further technical or management development Degree
  • Part qualified member of CCAB or CIMA (or equivalent experience or qualification)
  • Experience of working in a finance department.
  • Experience of using computerised financial ledger systems
  • Experience of NHS Healthcare Finance
  • Experience of Primary Care finance
  • Ability to communicate with a range of stakeholders and managing queries in a calm and professional manner.
  • Good writing skills, including the ability to summarise information and key issues.
  • High level skills re IT systems and software packages including Outlook, Excel, Word and Powerpoint.
  • Ability to deal with complex financial spreadsheets and manipulate complex datasets to convey their content's in a meaningful way to finance and nonfinance staff.
  • Awareness of the broad strategic direction of the organisation
  • Have an awareness of NHS issues.
  • Understanding of NHS commissioning finance
