Working very closely with Clinical Division leads the post holder will support the recovery of all statutory access targets including, Outpatient, Referral to Treatment (RTT), Cancer and Diagnostics.

Urgent Care and Flow. The post holder manages the Head of Access and plays a key role in data recovery.


The role places the successful applicant at the center of coordination of key access standards working with internal and external partners to deliver the best outcomes for patients, staff and our communities.

On behalf of the Deputy Chief Operating Officer (DCOO), responsible for the oversight and improvement of operational performance.

Working in collaboration with Clinical Divisions, identifying and delivering improvements in safety, quality, and patient access within agreed resources in relation to key access standards.

  • Provides clear guidance and support, under the direction of the Deputy Chief Operating Officer, to clinical Divisions within a clear and effective accountability framework, to deliver access standards.
  • Takes a strategic role in supporting Divisional Directors for the delivery of the clinical services and standards for the Trust, specifically for Elective Access (Referral to Treatment, DM01), in line with the Trusts Access Policy.
  • Works with commissioners and other system partners, under the direction of the Deputy Chief Operating Officer, to optimise delivery across Care service provision.
Service delivery and Performance Improvement

  • Co-ordinate the delivery of all clinical and supporting services across the Trust in relation to access targets and ensure these operate effectively and efficiently.
  • Lead and spearhead the highly complex assessment, and causative factors impacting on performance delivery making recommendations and heading improvement actions to deliver the required change in collaboration with the Divisional Director or Head of Service/General Manager, this may require the use of negotiation and influencing skills
  • Monitor and facilitate with Divisions and be accountable for operational and access standards, and ensure the Trust meets or surpasses minimum regulatory requirements, within agreed resources. Where operational delivery is outside national regulatory requirements the post holder will deliver to National or local policy at the time.
