The Digital Services Directorate encompasses a range of functions that support the organisation including: digital strategy development; the development and delivery of digital systems; digital intelligence; the effective provision of digital technology; development of technology enabled learning; information governance; cyber security strategy, policies and governance.


This is a senior level position reporting to the Assistant Director of Digital Transformation that requires a blend of strategic and operational experience.

The post holder will be required to lead the planning, strategy and governance functions of the directorate, and to take managerial responsibility for programme management, strategy and planning of digital solutions across the directorate.

Key relationships will need to be developed and maintained both internal and external to Swansea Bay.

The relationships will include Executive Directors and the Senior Leadership Team including external partners in NHS organisations, digital professionals, policy boards and partners (including Digital Health Care Wales).

The post holder should have a strong customer focus and an orientation in all their relationships towards being an excellent partner.

The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.

  • Translating the Digital strategy and Health Board annual plan into a Digital programme, ensuring relevant projects and workstreams are established to deliver the required goals, measures and outcomes.
  • Develop and promote an effective collaboration and engagement process for digital transformation across Swansea Bay and externally.
  • Identify and plan the scope and resource requirements of new digital initiatives, supported by completion of appropriate business cases
  • Support the Assistant Director of Digital Transformation in, and in some cases lead the development of business cases to establish the resource and the capacity to deliver the digital plans and strategies. Secure support from key stakeholders including from within Swansea Bay, DHCW, Health Boards and Welsh Government.
  • Develop mechanisms of assessing requirements of new digital initiatives, to appropriately allocate into digital plans / roadmaps and ensuring they are supported by completion of appropriate business cases.
  • Assess the impact and implications of incidents and events on digital plans and priorities.
  • Develop and implement governance models and structures that provide clarity, confidence, transparency, and accountability of decisionmaking.
  • Lead on the development and implementation of the performance management framework for Digital, including taking an active role in Directorate performance review.

Planning

Establish organisation wide project initiation processes that align with the digital roadmaps and strategy.


Be responsible for discussing and agreeing project quality expectations with stakeholders and managing business processes to ensure the Project meets stakeholders' needs and expectations and delivers appropriate business change.

Oversee programme critical path activities and project dependencies, providing advice and support to Programme and Project Managers to ensure mínimal impact to timescales and deliverables

Oversee the identification and management of inter-project and programme dependencies

Lead Digital teams such that the portfolio of projects has an acceptable balance of risk, benefit, pace and supports stakeholder priorities

Develop systems and process to ensure the successful handover of projects to operational support with the necessary approval


Establish and maintain strong relationships with key stakeholders for Digital in order to achieve the business change and benefits outlined in the programme objectives.

Workforce and Leadership

Provide visible, compassionate and collective leadership to the Digital directorate as a key member of the Digital Senior Team

Responsible as a senior digital leader to lead across a number of domains using matrix management
