About the role


We are looking for an
Investment Planning Officer to join our Property Strategy team
on a permanent basis based within the Northwest.

This role is a home-based role, where there is no daily requirement to attend an office with the flexibility to attend as required.


The purpose of the role is to monitor delivery and performance of a comprehensive affordable Investment Plan that will deliver the Asset Management Strategy for Onward Homes.


Investment Plan

  • Assist in the development of detailed rolling 5 year planned and cyclical investment programmes, including a suitable consultation process, in conjunction with the Regional Neighbourhood and Property Teams and monitor Regional reactive capital repair activities.

Pre Programme Planning and Surveys

  • Undertake a regular review of investment planning data to assist in the validation and development of proposed planned and cyclical maintenance programmes, to meet the programmed maintenance needs of the stock.
  • Prepare and disseminate proposed programme address lists using agreed templates and methods of communication.

Recording Completions and Costs

  • Ensure comprehensive up to date information is maintained in respect of investment programme outturn activities and component completions are accurately updated within Onward's Asset Management System.

Reports

  • Assist with the production of regular data warehouse reports on programme delivery; costs and recommending improvements/corrective action as required.
  • Monitor and provide information as required to inform various Onward Teams.

Budgets

  • Support the development of a suitable budget structure and assist with financial planning, budget setting, monitoring, and budget optimisation across all investment programme areas.

Customer Services

  • Liaison with Onward's Customer Services Team providing advice and guidance on all matters relating to Onward's investment planning activities.
  • Regularly monitor and respond to external Customer enquiries and on occasions attend team briefing sessions with Customer Services Team members.

What we require?

Essential:

  • Understanding of the development and delivery of investment plans within the housing sector and the regulatory and statutory requirements.
  • Understanding of landlord compliance, planning for servicing requirements, building construction, products, and regulatory standards.
  • Monitoring and reporting on the delivery of investment programmes, performance management and cost control.
  • Ability to analyse and collate information to provide reports and support for decision making.
  • Involvement in organising stock condition surveys and identifying resultant investment programmes for procurement.
  • IT skills particularly experience with Microsoft Word, Excel and housing Asset Management Systems and database systems.
  • Educated to GCSE standard or equivalent qualification/ experience.

Desirable:

  • Experience in construction processes and specifications.
  • Experience of SQL (Structured Query Language) used in reporting and designed for managing data.
  • Understanding of leaseholder obligations for landlords in planning investment.
  • A recognised professional qualification in a property related discipline e.g., MRICS, CIOB, MICE or equivalent.
