About The Service

  • An exciting opportunity has arisen to join the Strategy, Quality, and Commissioning sector of Adult Services.
  • The positions are specifically centered on Market Engagement and Management in the Domiciliary Care and Care Home fields to aid in fulfilling Cardiff Council's statutory obligations under the Social Services and Wellbeing (Wales) Act.
  • Successful candidates will become part of a small and supportive team of experienced commissioning and contract management professionals, benefiting from being within a larger, dynamic Adult Services Directorate.

About the role

  • The ideal candidate will primarily focus on developing the locality model for domiciliary care to ensure adequacy and durability in the care market, supporting individuals in need of care and assistance to stay at home for longer periods.
  • The main emphasis will be on fostering a positive collaborative relationship between Adult Services and contracted providers in the localities, uniting providers in a controlled network, sharing information, best practices, knowledge, and resources whenever feasible.
  • The role also involves efforts to revamp the local care home market to better meet the evolving requirements of individuals in need of care and assistance in a residential environment.
  • Incumbents must exhibit their dedication to partnering with care home providers to enhance quality and ensure market stability.
  • Establishing strong ties with colleagues in other Cardiff Council divisions is vital for exchanging insights on provider matters and teaming up to pinpoint opportunities for enhancements and encourage effective provider involvement.
  • Collecting and evaluating data to offer supporting details, recognize patterns, tendencies, and areas of concern to be tackled will also be a crucial aspect of the position.

What We Are Seeking From You

  • We are seeking a dynamic individual with excellent communication abilities and the capacity to interact and work together with various stakeholders.
  • You should have proficient IT abilities to aid in effective data collection and analysis and present information in a compelling manner.
  • You must possess the capability to identify and evaluate potential risks associated with market management and propose potential resolutions, whether for individual stakeholders or on a broader scale.
  • You should have a functional understanding of the Social Services and Well Being (Wales) Act and must have attained at least a GCSE level of education or its equivalent.
  • It would be advantageous if you also have a grasp of the social care market and prior experience in Adult Services, although this is not mandatory.
  • Occasional work outside regular office hours may be required.
  • The ability to communicate in languages other than English, specifically Welsh and Community Languages, would be a beneficial skill to possess.
