Purpose of Role:


The Evaluation Lead will provide overview of the English Programmes inputs to the new Corporate Strategy 2025 and Results and Evidence Frameworks working with diverse and dispersed teams across English Programmes and the organisation.

They will contribute to strengthening approaches and building synergies across English Programmes, Evaluation and Research teams and to building MEL capacity.


Main Accountabilities:

Leadership & management

  • Lead on strengthening the overall English Programmes Monitoring, Evaluation and Learning (MEL) approach, working with the English Programmes global leadership team and Evaluation colleagues.
  • Provide an overview of English Programmes inputs to the new Strategy 25 and Global Programme Results.
  • Provide leadership on English Programmes monitoring and evaluation plans within the global Evidence, Evaluation and Learning (EEL) team.

Strategy and/or planning

  • As an experienced professional, support English Programmes global leadership, develop evidencebased strategy, business plans and priorities.
  • Support development of EEL evaluation work plans.

Internal customer focus

  • Build an indepth understanding of the English Programmes operational context, opportunities and challenges facing specific internal customer(s), and of how those relate to wider issues across the broader organisation, to ensure the development of new policies and practices based on informed business insight and joinedup thinking.
  • Consult closely with internal customers and other stakeholders (e.g. regional English Programmes leads, Evaluation, Corporate Strategy and Performance, Evaluation) to understand current and future needs and plan work activities accordingly to ensure the services and advice they provide meets those demands.
  • Support programme leads and work with EEL to commission high quality external evaluations as appropriate; and/or assist programme managers with the management of evaluation firms/partners, finding creative solutions to problems where these emerge assisting with the preparation of Terms of Reference and evaluation of bids.
  • Support programme managers and work with EEL to establish appropriate governance arrangements for evaluations, including advice on engagement with stakeholders.

Relationship & stakeholder management

  • Develop peer/personal networks within and outside the British Council to enhance own knowledge and expertise.
  • Summarise and present the English Programmes MEL approaches to internal and external stakeholders at key meetings and events, engaging key stakeholders through evaluation, growing the credibility and reputation of the British Council's work in English Programmes.
  • Develop trustbased relationships with a range of key practitioners, partners, organisations and internal and external stakeholders.
  • Use strong interpersonal skills to negotiate with internal teams and external contractors.

Service improvement

  • Identify and make recommendations to more senior managers for improvements to English Programmes MEL that enhance the effectiveness and efficiency, as well as the operational effectiveness of internal customers.
  • Make technical/professional recommendations which have a measurable impact on business performance.
  • Actively champion and monitor staff compliance with the agreed corporate policies and practices relevant to MEL. Investigate reasons for noncompliance.
  • May provide specialist, functional expertise advice or ideas into the development and implementation of change projects.
  • Work with the EEL team on the design and delivery of independent evaluations of the five global English programmes.

Professional services/sector expertise

  • Provide expert professional advice, support and challenge to internal customers and other stakeholders to support the development of high quality, effective and continuously improving business practices across English Programmes MEL.
  • Proactively pursue an annual cycle of formally recognised Continuing Professional Development to maintain and deepen their professional expertise.
  • Contribute to the development and delivery of MEL training and guidance across English Programmes.
