Rise and Thrive Community Officer


This job role sits within the Victim Team at Phoenix and provides a crucial link between victims of domestic abuse and the community they live in.

The successful applicant will be committed to engaging and motivating victims of domestic abuse and supporting them to maximise their potential and re-engage/develop links with their community and improve their wellbeing.


The Rise and Thrive Community Officer will be based in Phoenix House, Blaina, but will be required to work throughout the borough providing support and information to those affected by domestic abuse and developing relationships with other providers.

The Rise and Thrive Community Officer will also identify and maintain effective working relationships with new and existing key partners to the project and increase the profile of the service borough wide through networking and publicity.

The officer will be line managed by the Victim and Family Team Manager at Phoenix DAS.

Hours:21 hours a week. The working days and times can be flexible and discussed with the Line Manager but will need to accommodate service users needs.

This post is part of a National Lottery Funded Project and is funded until 31st August 2024.

£24,601 pro rata

Responsibilities and Tasks

The Rise and Thrive Officer's duties are to:

  • Work directly with male and female victims of domestic abuse, at all levels of risk.
  • You will work with individuals to agree action plans that support their wellbeing, build confidence, connect them to their community and decrease their isolation. You will act as the bridge between survivors of domestic abuse and their community.
  • You will help clients seek new opportunities through community activities, volunteering, learning and employment.
  • You will develop and run workshops and activities that would benefit the service users within Phoenix's victim team.
  • Maintain and manage an online presence and share relevant information to service users.
  • Provide nonjudgemental advice and support to all victims.
  • Continuously assess the needs and risks of victims and their children using an evidencebased identification checklist.
  • Advise victims of their rights and options for seeking specialist support from external agencies, make referrals and coordinate the provision of multiagency support where necessary, and proactively advocate on the victim's behalf. Ensure that barriers to accessing support and protection are minimised.
  • Provide short to medium term crisis intervention service, by providing information and advice, as well as emotional and practical support.
  • Provide cover to codeliver the Phoenix RESET programmes for victims of domestic abuse.
  • Work with family members and friends of victims to help them better understand how they can provide support directly.
  • Provide guidance and training where necessary, for professionals that work with victims of domestic abuse to enable them to identify and support those affected by domestic abuse to ensure their responses and interventions are safety focused.
  • Establish positive working relationships with partner agencies in the borough and help to develop referral pathways into the service.
  • Participate in multiagency conferences in respect of children and adults at risk as required, providing reports and undertaking actions as necessary.
  • Support the Victim and Family Team Manager and the Senior Management team to monitor outcomes, and keep them updated of any issues and successes.
  • Ensure that the agreed case recording and monitoring systems are kept up to date and secure, and write internal and external reports where required, including for safeguarding conferences, team meetings etc.
  • At all times protect the safety and security of PHOENIX DAS,
service users, staff, volunteers and buildings, and the confidentiality of records and other information.

  • Be responsible for personal learning development and keep up to date on research, relevant legislation, policy and practice, and other literature relevant to the project.
  • Participate in supervision, training and meetings as required.
  • Ensure the effective implementation of PHOENIX DAS' Safeguarding, Health & Safety, Equal Opportunities and other policies and procedures and uphold the core values of PHOENIX DAS.
  • Work across teams within Phoenix DAS and undertake other such duties, appropriate to the grade and character of the work, as may reasonably be expected.
