Purpose:

  • Conduct expert cost analysis to inform Ofgem on network companies' performance and price control delivery.
  • Contribute to the development and implementation of cost modelling tools for network price control.
  • Lead a team supporting high-quality cost assessment programs across the energy sector.
  • Drive continuous improvement in technical and analytical capabilities for cost modeling.
  • Manage project deliverables effectively and provide comprehensive knowledge sharing.
  • Offer inclusive corporate leadership to align with Ofgem's values.

Key Outputs and Deliverables:

  • Lead the development and implementation of an annual monitoring process for network companies' performance.
  • Present performance assessments to Directors and the board.
  • Conduct in-depth analysis on price control elements and develop cost benchmarking.
  • Establish Ofgem as a center of excellence in cost assessment.
  • Collaborate with Team Managers to support portfolio delivery.
  • Contribute to inclusive team resourcing and staff onboarding.

Person specification

Essential Criteria:
  • Demonstrated expertise in regulatory performance monitoring, cost assessment, and data analysis.
  • Experience in the electricity transmission or distribution sector.
  • Strong analytical, communication, and negotiation skills.
  • Proven background in developing regulatory monitoring frameworks and cost benchmarking.
  • Proficiency in regulatory economics and cost assessment techniques.

Salary: £58,520, plus contributions to Civil Service Defined Benefit Pension scheme and a range of other benefits including annual leave, training opportunities, flexible working, and more.
