Job summary:

Navy Infrastructure is a 1* directorate within the 2* Director Naval Staff area.

Navy Infrastructure is led by the Deputy Director Infrastructure and as an organisation, enables Navy Command Operational, and Training Capability, its people and business outputs, and its performance therefore impacts the effective functioning of Navy Command.


Deputy Director Navy Infrastructure is the Infrastructure Lines Of Development (ILOD) lead across all Infrastructure functions (Projects, Equipment, Safety, and Capability) within Navy Command and is supported in this through a number of Deputy Heads of Infra (across the 3 Naval Bases, the Naval Estate, and HQ).

Due to the Navy Command delegated model, these Deputy Heads are split between Director Naval Staff (DNS), Personnel & Training, and Force Generation 2* areas


In terms of delivery, Navy Infrastructure is the Navy Command interface with the Defence Infrastructure Organisation (DIO), the team is responsible for the management and prioritisation of DIO resource across the Naval Bases, Oil Fuel Depots, Training, Naval Air Stations, Royal Marine, and Reserve estate, whilst ensuring that regulatory compliance is maintained.

This team delivers a prioritised, risk-based plan for Navy Infrastructure (new build, sustain, and maintain) and assures delivery on a property and Asset Management basis.


Job description:

The Post Holder is responsible for:
Line Manager for the Naval Estate Infrastructure team, developing positive behaviours, and working relationships with all stakeholders. Ensuring an ethos of positive, continuous development, and mental support/ wellbeing is embodied across the whole Navy Infrastructure community.

Infrastructure Customer Account Manager for the Directorates via the Infrastructure Capability and Assurance Board (ICAB) to promote Infrastructure delivery, safety, asset management, and manage issues on a case by case basis

Including:


a) Oversight and management of the delivery of Hard Facilities Management (HFM) Services across the Capability Areas within Navy Command for the DIO Managed Estate, ensuring that service levels are met, and engaging with DIO and their Delivery Contractor(s) where this is not achieved, agreeing any remedial action plans, in order to ensure service levels are achieved.

Including lead on development of future Procurement activities, initiatives, and ways of working.


b) Oversight and management of the delivery of Soft Facilities Management (SFM) Services across the Capability Areas within Navy Command for the DIO Managed Estate, ensuring that service levels are met, and engaging with DIO and their Delivery Contractor(s) where this is not achieved, agreeing any remedial action plans, in order to ensure service levels are achieved.

Including leading on development of future SFM contracts, initiatives, and ways of working.


c) Providing support and guidance on the development of Directorates Annual Budget Cycle (ABC) Submissions, as part of wider Navy Command, ABC Process.

d) Working with In-Service capabilities and equipment plans to support the development of their Infrastructure requirements.

e) Working with the various Directorates to ensure the Estate remains Safe and Legal, and Health and Safety Compliant


f) Resolving issues escalated from the Senior Site Infrastructure Delivery and Asset Managers (IDAMs) into Navy Command (NC) and the DIO as required.


The oversight of the delivery of programmes of work agreed within the Minor Programme annex, ensuring key project milestones are achieved and where they are not agreeing with DIO Regional Delivery (RD), their Contractor(s) and the Navy Infra Portfolio Management Office (PMO), on any remedial actions to be taken to either recover projects and/or optimise the overall Navy Command programme.

Chair for the DIO RD Monthly Programme review.

g) Working with RD, and their delivery partners in order to identify and develop continuous improvement opportunities on all aspects of service delivery across the Naval Estate.


h) Co-ordinating and providing infrastructure and Asset Management advice and guidance to Capability Owners/Areas, seeking Subject Matter Expert (SME) input as required.
