We are looking for an experienced Finance Business Partner to join our team


The main focus of this position is to provide support to the People Directorate, primarily in the Adult Social Care sector, with additional responsibilities in areas such as housing (excluding HRA), early help, and communities.


ABOUT THE POSITION:

As a Finance Business Partner, your role is crucial in offering top-notch financial guidance and assistance to the Directorate Management Team, the Executive Director, Assistant Directors, and other members, ensuring they effectively manage their financial matters.


You will collaborate closely with the Directorate to grasp their challenges and issues, using this insight to provide them with timely professional financial advice.


Understanding the specific issues a Directorate faces in terms of service delivery is essential. Working with the Delivery Support Manager, you will guarantee that the financial support provided meets the requirements.


Being updated on service requirement changes for a Directorate is vital. You will need to plan the necessary personal and functional support to best assist in delivering these changes.


ROLE AND POSITION WITHIN THE DEPARTMENTAL STRUCTURE:

In this role, you will report to the Chief Accountant and have a direct line of communication with the Service Director of the supported Directorate.


Building key relationships with the Executive Director, Assistant Directors, and Executive Members while participating in Directorate Management Team meetings.


You will share the responsibility of managing the workload of staff in the Accountancy Support Pool and have direct access to Finance team members providing financial services to the supported Directorate.


RESPONSIBILITIES:
  • Act as the lead financial advisor to the Executive Director, Members, Assistant Directors, and external groups, ensuring the Directorate is well-informed of key issues, new legislations, policies, and initiatives.
  • Responsible for leading complex projects within the Directorate, analyzing financial and non-financial implications of changes, and making recommendations to improve financial performance.
  • Assess and document financial implications for reports regarding the Directorate's services.
  • Prioritize Accountancy Support Pool resources for effective revenue and capital budget planning.
  • Represent the 'Resources' (S151 officer) in the Directorate, contributing to the Council's financial affairs.
  • Offer timely and accurate financial information to support the Directorate's financial strategies.
  • Facilitate negotiations with various stakeholders, ensuring financial considerations are accounted for in critical decisions.

REQUIREMENTS:

  • CCAB qualified
  • Thorough knowledge of local authority accounting guidance and practices
  • Extensive experience in a finance role in the Public Sector at a senior level
  • Proven track record as a strategic advisor on financial matters
  • Experience in designing, implementing, and reviewing efficient business processes
  • Proficiency in large computerized financial systems
  • Intermediate level in Microsoft Word and advanced level in Excel
