The Procurement team is repositioning itself to become a strategic enabler for BBC.The Head of Procurement Enablement will play a key role in this, responsible for transforming and maintaining all facets of purchasing enablers, owning processes, governance, Project Management, data and systems controls, operational, budget and compliance reporting and the recruitment, resourcing and continuous development to support the BBC Procurement teams and end users across Public Service Broadcast, BBC Commercial and internationally.
Main Responsibilities:
The Head of Procurement Enablement will work pan BBC, managing a large team.
They will continuously improve the technology and tools to enable the division, and ultimately the organisation, to achieve business plan targets.
As part of the procurement leadership team, they will have the opportunity to transform the way that the BBC look at procurement and create more effective decision making across the business.
- Key Responsibilities and Accountabilities
- Developing and delivering an agile selfserve, enablement strategy for the organisations end users, driven by data and facilitated by purposebuilt service management and Procurement tools (ERP and otherwise),
- Be the process and policy owner for Procure to Pay, Sourcing (including Procurement regulations) and Supplier Management. Develop and implement and maintain policies and procedures as well as process flows.
- Continuously improve all Procurement processes and systems reducing complexity, delay, and unnecessary touchpoints in the sourcing lifecycle to improve the organisations procurement routes thus enabling a swift, secure, and compliant endtoend process for the category teams and wider internal stakeholders.
- Responsibility for P2P activity and establishing optimum governance and resource allocation between BBC and it's BPO provider, continuously looking for areas of improvements
- Design and implement an effective enduser (pan BBC including international) support model through a virtual service and advisory desk
- Responsible for Project management of activities (including Sourcing, ,transformation, cost optimisation pipeline) across the Procurement function, partnering with the wider Procurement leadership team and stakeholders from across the organisation to better anticipate change and ensure resource allocation through a project and tender pipeline
- Tracks and monitors Procurement budget and EFT/Vacancy management
- Improving access and availability to meaningful compliance, operational, savings and management reports to facilitate fast and informed decision making across all levels of Stakeholders
- Act as the owner for the Procurement AI Strategy, developing solutions to enhance the Procurement teams service
- Provide strategic and market insights via peer networking, advanced MI (including spend, contract, sustainability and risks) and analytics to support the wider Procurement function.
- Own the Procurement digital roadmap, working with key stakeholders across finance and technology to ensure best in class architecture and support.
- Introduce and maintain a Pan BBC contracts database, ensuring controls are in place and key MI is available.
- Oversight and delivery of the annual people strategy ,budget and enablement channels including development of a Learning and Development programme.
- Leading a dynamic and ambitious team of procurement professionals in the daytoday delivery and continuous improvement of the enablement service;
- Provision of expert advice to stakeholders on Procurement enablement metrics, warnings, and trends for areas of continuous improvement
- Ownership of the Procurement Risk Register.
- As part of the Procurement Leadership team plays a key part in developing the procurement strategy and team culture as foundations for a high performing team.
- Knowledge and practical experience of the full Procurement lifecycle in a commercial environment.
- Demonstrates Values and behaviours in line with BBC Framework.
- Deep functional knowledge of Procure to pay and procurement enablers, particularly systems and Data. SAP experience would be beneficial.
