The EMEA Chief Risk Officer (CRO) provides oversight of the Independent Risk Management organization across all businesses in the region and for all risk stripes.

The EMEA CRO organization oversees the risk management of the legal entities and countries in EMEA which consists of 55 countries with physical presence and 52 hub managed countries.

The EMEA Regional CRO team consists of approximately 145 headcount who are responsible for the day-to-day operation of the risk frameworks in the legal entities in the region, interactions with the various local Board of Directors and local and US regulators.

They have primary responsibility for the implementation and adherence to local regulatory requirements such as ICAAPs and capital planning, IFRS 9, Operational Risk Management, FRTB and BCBS239 compliance.


Role
The role of the Chief Administrative Officer for EMEA covers three major areas of support for the Regional

CRO:

Governance and Controls to ensure a safe and sound operating environment; transformation strategy and oversight of EMEA regulatory specific initiatives; and business as usual administrative responsibilities.

The role will also matrix to the Global Risk CAO.

Responsibilities
Ensure appropriate identification of risk, control effectiveness and resolution of issues.

Key controls include those necessary to comply with local and US regulatory expectations such as BCBS 239, Capital Stress testing, Credit reserving, OCC Heightened Standards, Citi's model risk framework, and operational risk management.


Working across the EMEA CRO organization, the role will make sure there is a consistent implementation of controls including effective remediation of issues from regulatory bodies, internal audit, external auditors and other exams.

In addition, the role will include coordinating regulatory engagement with senior EMEA management including the largest material legal entities (UK and EU) and non-material legal entities.

Provide strategic direction and oversight of transformation initiatives.

Specifically, the role will partner with various stakeholders including global program owners, EMEA enterprise level transformation leads and the Risk PMO on the design and implementation of various regulatory commitments arising from the US Consent Orders.

In addition, the role will partner with the regional PMO team on local specific regulatory change management such as Data Quality, FRTB, Stress testing (ICAAP), credit reserving (IFRS9) and any other local regulatory requirements with the goal to simplify the processes, enhance controls and improve governance.

BAU business support with strong and clear organizing principles and strategy.


Responsibilities include budget and headcount planning, diversity initiatives, staffing and capacity modeling, location strategy and office infrastructure, communication, and marketing and overall regulatory engagement.


Reporting into this role is the EMEA Risk Business Unit Manager; EMEA Regulatory Affairs lead; and the EMEA Regional CRO Governance lead.


Qualifications
Extensive years of work experience required.

Prior experience leading a diverse team in large banking-sector risk organizations is highly desired.


Broad and current knowledge in large international banks' risk processes and practices is essential such as ICAAP, IFRS9, BCBS239 and UK and EU regulatory requirements.

Excellent interpersonal and leadership skills.

Highly organized and disciplined.

Strong executive presence.

Very clear communication and presentation skills.


Control orientated with strong ownership and accountability to drive self-identification of issues, timely remediation of control deficiencies and a low residual risk.

Experience in running transformation programs is helpful but not essential.

A strategic change mindset is required to balance existing book of work with newly emerging priorities and other urgent deliverables
