The purpose of this role is to support the Director of Velindre Cancer Centre to provide strategic and operational leadership to ensure the effective and efficient management of all performance, improvement, planning and programme functions across the Cancer Centre, as well as the strategic and operational development and delivery of all operational services within the responsibility and accountability of the Directorate for Operational Services and Delivery, including:

  • Outpatients
  • Medical Records
  • Private Patients
  • Planning & Performance
  • Programme Management Office
  • Service Improvement
  • Operational Services (including CSMO admin)
  • Emergency planning & business continuity


The post holder will lead on the performance management arrangements within the Cancer Centre, providing the management and development of internal and external performance reporting mechanisms.


The post holder will oversee the delivery of performance metrics across a range of divisional, operational and access targets (including cancer, diagnostics and RTT), providing line management leadership to the Head of Planning & Performance.


In collaboration with teams across Finance, Informatics, Operations and Improvement, the post holder will have a key leadership role in the annual business planning process and continuous service planning.


They will play a key role in the enablement of a strategic planning approach through operational planning - including reviewing and redesigning processes.

They will oversee the extensive cycle of demand and capacity modelling and planning across core operational areas.


The post holder will ensure that divisional information, analysis and intelligence are available to allow the Cancer Centre to effectively manage its performance.

The post holder will work to support the divisional triumvirate with informed decision-making, identify any performance monitoring and reporting gaps, and provide joint-leadership on the development of recovery and improvement plans.

The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.

Specific Responsibilities

Strategic Approach:

Develop, implement and maintain:

  • Effective cancer centre performance management arrangements
  • An effective cancer centre improvement programme to ensure the provision of progressive, evolutionary and high quality safe services designed to meet the needs of all patients.
  • Overseeing the development of all services within the cancer centre, they will develop and manage a robust delivery plan to ensure that the entire programme of work is delivered in a safe, timely and effective manner, underpinned with a strong governance structure
  • An effective financial management and reporting plan which ensures that all resources and transactions are conducted with probity and in accordance with approved policy.
  • Effective relationships with all relevant internal and external stakeholders.
  • A continuity programmme which seeks to improve and develop the services provided by the Cancer Centre, and work in collaboration with other key stakeholders to ensure services are cocoordinated on a whole system basis (health and partners).


This will include ensuring that the Senior Leadership Team and or Board (or its equivalent alternative) is fully briefed on all matters that require internal, cross organisation / whole health system consideration.


Leadership and Management:


Provide effective leadership, in accordance with Trusts values, not only within the Cancer Centre but also across the whole health system to ensure that the Trust delivers its strategic and operational objectives.
