We are pleased to advertise a vacancy for a Head of Resourcing.

This role is responsible for all aspects of recruitment in the NAO, including to our financial audit and VFM functions; specialist and corporate teams; and our high quality graduate and apprenticeship training scheme. Ensuring we are attracting and appointing high quality candidates to our roles is key to enabling the NAO to deliver our impactful and ambitious work programme and a compelling employer brand and positive candidate experience will support our aim of making the NAO a fantastic place for all our people to develop their careers.

This is a high profile, exciting role with the opportunity to work with multiple stakeholders and make a real difference across the NAO.

Reports to: Director of HR Operations
The post holder will work closely with the Band 1 HR Business Partnering/Well-Being and colleagues leading on Diversity/Inclusion and HR Data/Systems. They work closely with the Practice & Quality Teams, other corporate teams, People Development Directors, Executive Directors, the Executive Director responsible for resourcing and operations, and external partners.
Staff resources managed: Managing a team of six including HR Specialists, Senior HR Advisors and HR Advisors.

Responsibilities

• Be an inclusive leader to the HR recruitment team, ensuring they develop their skills and knowledge to deliver fantastic support to the wider business.
• Lead the team to develop impactful job descriptions and marketing campaigns for our roles, which showcase the NAO’s purpose and opportunities for development. Thorough this, enable the NAO to attract and recruit a diverse pool of talented applicants – both internal and external - to our vacancies with a fair and robust process for selection which allows all candidates to demonstrate their potential.
• Oversee our annual trainee recruitment campaigns, keeping up to date with the early careers landscape and the graduate market.
• Support our workforce planning by overseeing our overall staffing position and developing options for strategic workforce planning.
• Actively horizon scan and keep abreast of external developments which may impact on the work of the recruitment team or the wider NAO and take action to respond to them. This includes changes in the external market and new technologies and best practices.
• Develop and implement elements of the HR resourcing strategy and ensure these align to the wider corporate strategy.
• Oversee the NAO’s inward and outward secondment programme, ensuring that secondees have a great experience and bring their knowledge back to the NAO.
• Create and monitor data reports to be used for monthly KPIs and to analyse trends.
• Contract management of suppliers including retendering for contracts when due; managing service level agreements and budget management.
• Develop expertise in all aspects of the portfolio through attendance at external events/networking and effective personal development initiatives.
• Plan and deliver development projects to improve our existing processes responding to changes in legislation; implementing latest best practice; or through system development. Take projects through the full development cycle from discovery to implementation.
• Work co-operatively and collaboratively with other HR colleagues to deliver a joined-up and effective service to the business.
• In addition to direct line management responsibilities, support the development of the wider HR team by acting as a coach and mentor, identifying opportunities for their development and supporting them to take these forward.

Skills required

Successful candidates will be able to demonstrate: -
• HR professional with extensive experience of managing recruitment either in a corporate, civil service or recruitment agency organisation.
• Experience in developing, structured, competency-based assessment practices and online assessment strategies with a focus on best practice in diversity and inclusion for recruitment and promotions.
• A strong focus on customer service and the ability to lead and motivate a diverse operational team including through establishing and managing SLAs.
• Experience defining and establishing a recruitment brand, especially via online presence.
• Experience with procurement and evaluation of Applicant tracking systems.
• Ability to communicate clearly and succinctly. Is credible and assured in meetings and able to influence a wider spectrum of key stakeholders, from individual trainees through to the Trade Union Side and the Executive Team and the Board.
• Close attention to detail with a focus on identifying and addressing risks to delivery.
• Plans, prioritises and delivers high quality HR services and advice in a timely and efficient way to meet business needs.
• Strong project management skills, including budgetary management and user engagement.
• Strengths in data reporting and analysis, with the ability to identify trends and key risks.
• Works collaboratively with others in the HR team and across the Corporate Group to provide the best service to clients.
• Proactive in identifying improvements in how we do things and opportunities to add value coupled with an ability to work through creative solutions to address new challenges.
• CIPD qualified or willing to work towards the qualification.
• Manages performance and development of others to get the best from the team, delegating work appropriately and supporting others to deliver.
• A strong focus on continuous professional development.
