Enforcement & Market Oversight (EMO) has the responsibility for market monitoring; delivery of the functions of Listing Transactions; and for the investigation and prosecution of misconduct using the whole spectrum of criminal, civil and administrative sanctions and remedies against firms and individuals.

The division aims to:

  1. Be a world leading function, with professional and motivated staff, taking the right cases that have a positive impact on the way financial services work

  2. Promote the conduct that supports trusted, orderly, and efficient primary and secondary markets

Enforcement Triage & Intelligence Coordination spans two Departments which sit within EMO however it is a central function to the entire FCA, providing many important services across the business as well as being embedded in many of the organisation’s processes; with accuracy, timeliness, and relevance at the heart of what we deliver.

The Intelligence Tactical Enquiries and Research Team provides intelligence support to enable the organisation to discharge its regulatory and criminal responsibilities, which includes working with Authorisation, Supervision and Listing Transactions. We provide accurate and meaningful information to aid their decision making and respond in a timely way to requests for them to meet their SLAs and Statutory Deadlines.

We work to national law enforcement standards in intelligence handling and conduct internal and external research and engage with varied, domestic, and international partners to facilitate the best “all source” information to support this work. We seek to improve our delivery and focus our outputs in line with the Transformation strategy and best use of data/information held by the organisation.

This is a permanent position within the team.

What you will be doing?

  1. Receive, review and action requests from internal and external stakeholders for intelligence, responding in an accurate and timely manner (SIS requests, FIN-NET referrals, Joint Money Laundering Intelligence Taskforce enquiries etc)

  2. Undertaking the necessary delivery of intelligence specialist support and advice to Authorisations, Supervision and Listing Transaction areas to provide them with appropriate, accurate and timely information for decision making

  3. Researching, drafting, and disseminating intelligence material (including reports and other products) to inform actions and interventions. Including the appropriate handling and dissemination of sensitive intelligence

  4. Support the whole of Intelligence in areas such as MI, Risk and act as resilience to support the functionality of the Intelligence database

  5. Responding to FOIA and DSAR requests to ensure the FCA meets its obligation under Data Protection/GDPR

  6. Building and maintaining effective working relationships with colleagues in other business areas across the FCA and with external stakeholders as appropriate

  5. Be part of a collaborative working environment where teams bring together disparate skillsets to support the wider intelligence department functionalities

Minimum

  1. Experience in gathering and collating information and producing (intelligence or regulatory) reports used to aid decision makers

  2. Experience in a role requiring knowledge of the financial services sector and/or UK Economic Crime landscape, or regulatory landscape

  3. Experience of working in a role that has to consider confidentiality and gateways required to manage and disseminate information appropriately (e.g., FSMA s348, GDPR, etc.)

Essential

  1. Evidence demonstrating good stakeholder and relationship management skills, including confidence in speaking at ad hoc internal and external events

  2. Capability to manage a variety of competing tasks and issues, prioritising appropriately and escalating where necessary

  3. Ability to work actively with others to achieve outcomes in both formal and informal teams and to challenge intelligently and constructively

  4. Ability to challenge the status quo and leverage ideas and proposals from the Transformation and Data Strategies to improve our work, processes, and engagement

  5. Advocates the FCA, EMO and the FCA mission, operating for the benefit of consumers and our public values

  6. Continuously seeks out new and more effective ways to conduct the work, and feeds this back to management

  7. Open to learning, challenge, and change, and be prepared to be flexible to new tasks and responsibilities

  8. Have IPP accreditation or have a willingness to undertake the required training
