Senior Officer - Population Health Maternity Cover - Stamford Bridge, London
DEPARTMENT: Chelsea FC Foundation
JOB FUNCTION: To manage the delivery of all Population Health and Wellbeing Programmes, using sport for social change initiatives to develop innovative health and social care programmes, which are aligned with local authority and NHS health priorities for people of all ages.
DIRECT REPORTS: Health and Wellbeing Project Officers /Coordinators / Delivery staff
LOCATION: Stamford Bridge, Fulham Road, London, SW6 1HS
CONTRACT: Fixed Term (11 month Maternity Cover): 35 hours per week, any 5 of 7 days, evening, weekends, and unsociable hours as required.
MAIN RESPONSIBILITIES (Play Your Part):
- Oversee the delivery of all Population Health and Wellbeing programmes including the line management of associated officers, coordinators and sessional staff ensuring all schemes fulfil the funder’s requirements.
- Develop deliver health & wellbeing schemes to inspire participants of all ages to take part in healthy recreation, reducing health inequalities and supporting the development of healthy, regenerated communities.
- Work collaboratively Imperial College Healthcare NHS Trust on the strategy of Population Health & Wellbeing initiatives within London, identifying service gabs, associations and potential grants and tenders.
- Ensure all Population & Wellbeing programmes are delivered within budget, whilst achieving all programme KPI’s and outcomes. Detailing a record of all projects spend in accordance with the funder’s requirements.
- Build relationships with key community partners, Health Care providers, charities, schools, youth services, grass root providers, NGB’s and local authority for the benefit of all Population Health programmes. Ensuring the programme is meeting the local population needs.
- Work with Health and Wellbeing Manager to identify development opportunities and service gaps within existing Health and Wellbeing programmes, subsequently approaching suitable partners and/or funders. Including writing funding applications.
- Attend Local Strategic Partnership meetings to raise awareness of local provision, and network to enhance new funding and delivery opportunities.
MEASURES OF PERFORMANCE (Here to Win):
- Responsible for quality assurance of the programme ensuring the needs of each partner are met.
- Regular monitoring of staff performance and development to ensure all are working towards meeting programme objectives and KPI’s.
- Lead on all aspects of monitoring and evaluation responsibilities in accordance with the needs of each funder, including liaison with the Premier League as an experienced ‘Salesforce’ user.
- Be the Safeguarding Lead for all Population Health and Wellbeing programmes, liaising with associated partner Safeguarding Team’s to ensure a clear line of reporting to CFC Safeguarding Hub.
- Ensure success stories are captured through working with Chelsea FC Foundation/Chelsea FC media staff.
- Complete and submit project reports at 6-month intervals, or as and when required internally or in accordance with the needs of each funder.

PERSONAL SPECIFICATION:
Qualifications:
Essential
- Relevant professional and/or academic qualifications or a minimum of 3 years’ experience in the industry sector.
- A relevant industry Level 3 Health & Fitness/Special Populations Qualification.
- Health Promotion/Public Health/Health and Social Care or equivalent qualifications.
- Emergency Aid and Safeguarding Children Certificates.
- Ability to travel to activity & meetings across South-West London.
Desirable
- Sports Coaching Qualification.
- Institute of Leadership and Management qualification.
- Specialist clinical physical activity qualification. IE Stroke, Cardiac & Pulmonary Rehab, Falls Prevention
Experience:
Essential
- A strong knowledge of and experience in working in a Charity, and/or Health and Social Care industry.
- Have a good understanding of Health and Social Care services and charities across London, be able to signpost participants accordingly, and build partnerships.
- Experience in line management of full-time and sessional staff members.
Desirable:
- Outstanding track record in developing Population Health & Wellbeing programmes and opportunities for hard-to-reach groups.
- Knowledge of the Chelsea FC Foundation, CCO’s and Football Charity Programmes.
- Knowledge of local demographic and social needs.
- Knowledge of PLCF and PLPFA funded projects.
- Knowledge of Monitoring & Evaluation and quality assurance programmes relevant to the industry sector.
