Forestry and Land Scotland (FLS) is seeking a Civil Engineer for our South Region, to prepare and manage construction contracts. We build and maintain roads and bridges, access routes and recreation infrastructure; locate and manage quarries; and adapt our infrastructure to meet the challenges of a changing climate, including reducing land slip hazards and managing increased water runoff.

What you will do

Your primary role is to plan and design construction works, preparing site plans, risk assessments and contract paperwork; and manage the delivery of projects, including cost control, on behalf of FLS.

Our engineering projects include the design and layout of forest roads, forest road upgrades and maintenance, bridges, car parks and forest trails, and the design and implementation of quarries.

Our work can be challenging – tackling steep slopes, peatland restoration areas and highly designated areas – and require lateral thinking to resolve design problems. You will work closely with foresters and environment advisers, landscape architects and national technical specialists, including the national engineering team, to identify solutions.

 

 

 

The projects are delivered by external contract secured through Scottish Government procurement. The site works are delivered using NEC3 and NEC4 Term Service Short Contracts and Engineering and Construction Short Contracts.

 

 

 

Main Duties

 

 

 

Plan and Design Construction Works

 

  • Work with Forest Planners and others to identify preferred options for the layout of new roads and access arrangements for harvesting timber at the early planning stage. Explore design options, with input from others, providing technical advice and cost estimates for construction and maintenance projects. Use your technical skills to prepare site plans, Risk Assessments and supporting project documentation to ensure that FLS complies with CDM Regulations. When necessary, manage extractive sites in compliance with Quarry Regulations 1999

     

     

    Manage contracts and budgets

     

    • With the help of the Area Civil Engineer, prepare contract documents and budgets for projects to inform procurement, business planning, project management and cost control. Manage tender competitions using the Scottish Government procurement process.
      • Oversee construction works and active sites on behalf of FLS as client, including monitoring quality and managing cost control. Carry out site checks, including Health, Safety and Environmental performance. Issue relevant site and on-going contract correspondence, including Pre-Commencement Meetings, site diary records, minutes of site meetings. With support from the Area Civil Engineer, monitor spend against budget and contract provision, and authorise contractor invoices. Report any accidents or incidents and carry out investigations if necessary, with support of the Regional FLS Health and Safety Advisor.
