Recruitment of Independent Members of Education Appeal Panels

All Councils have a duty to advertise and appoint individuals to sit as independent members on Education Appeal Panels. Panels hear appeals regarding admissions of pupils to schools and permanent exclusions.

Applications are invited for:

1. Lay members

Lay members are those without personal experience in the management or provision of education in any school (other than as a school governor or volunteer) who is not a Member or employee of Neath Port Talbot County Borough Council (for the Neath Port Talbot role) or the City & County of Swansea (for the Swansea role). Also they should not have had, at any time, any connection with the relevant Council or any employee of the Council of a kind likely to raise doubts about the person’s ability to act impartially in relation to appeals.

2. Members who have experience in Education

These are persons who have personal experience (past or present) in the management or provision of education in a school at any level.

Appeal panels sit during working hours Monday – Friday, usually, at either Port Talbot or Neath Civic Centres for Neath Port Talbot County Borough Council or the Civic Centre, Oystermouth Road for City and County of Swansea.

Panel members are unpaid but are reimbursed expenses in accordance with the Councils’ regulations. Training will be provided to those selected prior to sitting on any panel. Applications are particularly sought from interested people who would be prepared to sit as the Chairperson on an Appeal Panel
