This role will play a key part in developing projects and infrastructure to encourage modal shift, aligned with our Active Travel strategic focus, and increase levels of walking and cycling to key destinations.
The Purpose of this Role:-
The post holder will report to and assist the Active Travel Officer in providing technical and administrative support as part of the teams role in delivering exemplar Active Travel infrastructure across the county. Supported by Highways colleagues, the role will provide technical and project management expertise to complete projects from inception to post implementation analysis.
The post holder will assist the Manager with the planning and organisation of the team’s workload in order to ensure that all schemes are designed, supervised and effectively managed. This will also include leading on various projects and assisting with maintaining and developing the overall programme for the Active Travel Team.
The role will require the Engineer to work to the Highways Team to ensure all schemes are fully compliant with their Highways Management Plan (HMP) for the maintenance and improvement of all highway structures and other highway assets for the wider Highway & Flood Management (HFM) Group, ensuring a cost effective and best value service which is accessible to all users and in compliance with statutory legislation and associated guidance.
In addition, the post holder will assist in the preparation of outline proposals to support bids for additional funding from both the corporate capital working group and Welsh government grants.
There will be an expectation to support the Active Travel Officer in developing the team and seeking solutions to future challenges of delivering a high-level municipal design service against a backdrop of a reducing budget. The post holder will also be required to deputise for the Active Travel Officer and occasionally be expected to attend public consultation events including capturing feedback and reporting thefindings to the various clients.
Finally, the post holder will be expected to produce innovative operational solutions including the introduction of new technology to achieve an efficient and progressive service with performance outcomes that can be measured in line with both the Highways Management and Service Improvement Plans.

The work environment is different to a traditional office. Very few staff have an office or even a desk to call their own. You work agilely from different offices, depots, at home (sometimes wherever you can get wifi) and ‘9 to 5’ does not exist. There are no core hours but you are expected to work the hours necessary to deliver the demands of the job. This is a minimum of 37 hours for a full-time employee but as a senior officer of a crucial high profile service the hours worked may be more.
Don’t be surprised if you need to work in the evenings (possibly at council or public meetings) and at any hour on the night or day and weekends during emergencies. Extra hours may be taken as time in lieu (as per the ‘flexi time’ system).
