NRL are recruiting for a Senior Buyer on behalf of one of our large clients based in Lancashire 
 
Main Purpose of Position:
  • To provide assistance and support to the Procurement Manager and as required, provide guidance to the Procurement Team in the delivery of agreed objectives by providing a quality Procurement & Supply Chain service that is compliant with the Procurement Supply Chain Lifecycle requirements.
  • To help deliver multiple procurement projects in parallel, ensuring that the resulting contracts protect the client from unnecessary risk whilst delivering Value for Money and supporting Commercial contracts.
  • Help develop / shape understanding as to Procurement roles both internally and externally as a whole.
 
Specific Areas of Responsibility: 
  • Act as Procurement Manager deputy as and when required.
  • Provide support in delivering Strategic Objectives, taking responsibility for engaging with stakeholders to ensure early engagement and a teaming approach throughout the Procurement Lifecycle.
  • Responsible for managing and delivering multiple sourcing strategies. This will include but not be limited to: 
    • Sourcing activities which generate benefits and achieve financial savings targets.
    • Supply Market analysis and introduction of new suppliers where necessary.
    • Identification of internal and external cost drivers that can be influenced by the procurement process.
    • Preparation of tender documentation and agreement of associated evaluation criteria.
    • Lead or provide support for the drafting and negotiation of Supply Chain contract Terms and Conditions, ensuring Flowdown Terms are integrated where appropriate.
    • Provide support to bids / estimating process to ensure any sub-contract / supplier requirements are understood and underpinned as necessary
  • Promote through early involvement the potential for procurement to add value and improve customer service across all relevant departments.
  •  Provide support to the Commercial team, and / or undertake contract negotiations and placement where appropriate.
  • Continually provide support to help to develop supplier relationships through the SRM strategy and the SRM team.
  • As part of Supplier Development process, lead or support cross functional / long term Sourcing Teams to undertake compliant procurement activities in accordance with the approved Sourcing Strategy, ensuring the team are aware of and adhere to their responsibilities.
  • Act as procurement interface on identified contracts and framework agreements, ensuring supplier relationship management are considered and supported.
  • Through the use of 360 Supplier Reviews, help deliver supply chain, system and process initiatives aimed at developing the procurement function.
  • Negotiate contractual agreements with suppliers to ensure that service, quality, cost, security of supply and the deployment of the supplier’s capabilities are secured.
  • Support the Procurement Manager in the generation and implementation of new processes and systems to continually improve procurement’s service provision both across, our Supply Base and (where applicable and appropriate) the Group of companies.
  • Identify and liaise with relevant stakeholders to ensure their requirements in relation to KPI’s, Supplier Performance and reporting are understood and managed accordingly.
  • Where appropriate, prepare and deliver reports and presentations to all levels in a concise manner.
  • Support the management of high value contracts and framework agreements in conjunction with the Commercial Team,
  • Work with the Bids /Estimating team to ensure bids with supply chain requirements are understood and underpinned as appropriate.
  • Ensure customer requirements are fully understood in the highly specialized industry and work closely with Engineering Manufacturing and Project Delivery teams as required.
  • To identify and deliver value adding opportunities from the supply chain.
  • Help to manage the selection and assessment of suitable suppliers on the basis of technical, cost, quality, delivery, health & safety and environmental performance for all aspects of manufacturing and services.
 
Qualifications:
CIPS qualified (Level 4 minimum) and recognised as procurement professional or equivalent.
 
Skills:
  • Demonstrable experience of developing and managing supplier relationships, preferably within a project based manufacturing environment.
  • Excellent organisational and interpersonal skills.
  • Excellent communication skills; verbal instructions to written reports.
  • Able to establish and maintain effective relationships within the company.
  • Significant experience of RFQ/ITT processes and principles.
